Explanation:
A royementsverklaring is a certificate showing how much no-claims discount you are entitled to. You can get one from you insurance company when you cancel a policy. You need it when you change insurers to prove your claim-free record:

"Royementsverklaring
Een royementsverklaring is een waardedocument dat aangeeft hoeveel schadevrije jaren de verzekeringnemer heeft opgebouwd. Hiervoor wordt korting ontvangen bij het overleggen van deze verklaring. Een royementsverklaring is één jaar geldig en wordt één keer als origineel verstrekt nadat de verzekering is beëindigd."

agree  Lucy Spring: although insurance companies in the UK tend to say 'we'll need proof of no claims', rather than calling it a certificate as such.

  -> You're right. When I moved to NL, I had to get a royementsverklaring from my UK insurer for my new Dutch insurance (to keep my no-claims bonus). It came in the form of a one-sentence letter rather than a certificate.
