withholding agent
Explanation:
"withholding agent" is the term generally used. It can be an employer or the body who pays your pension, unemployment benefit, sick pay, etc.

See http://users.erols.com/scambos/ta06001.htm part (16), for example.

The \'inhoudingsplichtige\' is not the person who pays the tax, but the person who is obliged to deduct tax and contributions from someone\'s monthly salary (or benefit, etc.) and pay them to the appropriate authority on his behalf. E.g. in the relationship of employer-employee, the employer is the \'inhoudingsplichtige\' (although the employee is the \'belastingplichtige\') as he is obliged to make certain deductions for tax and NICs on behalf of his employees and pass the proceeds on to the tax man.
