neutral  Colin Newberry: Same here, "on budget" is new to me and googles or not, I don't like it. Rather say "within budget".

neutral  Colin Newberry: Save the cumbersome "in line with" by just saying "within". Although, to be honest, I don't like the sound of "budget frame". 2nd solution sounds better.
