On peut le définir comme le passage d’une forme de gouvernement non démocratique, à une forme démocratique dans un pays donné. Un bref rappel de l’histoire de la démocratisation, en s’appuyant sur l’ouvrage de Guy Hermet, Le passage à la démocratie, semble ici utile et servira de cadre à la réflexion. On peut mettre en évidence plusieurs vagues de démocratisation. Jusqu’en 1914, l’exemple des démocraties fondatrices est fort peu suivi, y compris dans les sociétés d’Europe de l’Ouest qui présentaient pourtant tant de traits communs avec celles-ci. Il faut attendre 1945 pour voir arriver une deuxième vague démocratique, qui voit la démocratisation, sans retours en arrière, de l’Italie, de l’Allemagne, de l’Autriche, du Japon et de l’Inde. En revanche, les gouvernements démocratiques non européens profitant de l’effet d’entraînement de la vague démocratique de 1945 se sont révélés fragiles. Une fragilité aggravée par la Guerre Froide. On the basis of these comments, we come to the issue of democratization. The concept of democratization is a dynamic concept. It can be defined as the passage from a non democratic government form to a democratic form in any given country. A brief reminder of the history of democratization, based on Guy Hermet’s book, Le passage à la démocratie, (The Pathway to Democracy) will be helpful at this point and will establish a framework for our reflection. Several waves of democratization can be pinpointed. Up until 1914 the founder democracies had very few followers, even amongst Western European societies, despite the clear common ground shared by both parties. The second wave of democracy did not arrive until many years later, in 1945. This time there was no going back for Italy, Germany, Austria, Japan and India. By way of contrast, the non European democracies that benefited from the ratchet effect of the 1945 democratic wave proved to be fragile. This fragility was accentuated by the Cold War. Democratization in the Latin countries (“démocratisation latine”: G. Hermet) only appeared during the 1970s in Southern Europe and Latin America. Finally the collapse of communism in the early 1990s was favorable to the arrival of democracy in the Central and Eastern European Countries (CEEC) and the continent of Africa. At that point, many believed that it was the beginning of a new era of “universal democratization”.
