Geschichte: Die Idee zur kostenlosen, ambulant medizinischen Versorgung für Menschen ohne Versicherungsschutz wurde von Wiener niedergelassenen Ärzten an die Diakonie herangetragen. In ihren Ordinationen behandelten sie neben versicherten Patienten in steigendem Maße Nicht-versicherte, unentgeltlich, auch in der Versorgung mit Medikamenten.
Sobald sich brauchbare Räumlichkeiten für das Projekt fanden, griff die Diakonie, in der Person des Geschäftsführers Michael Bubik, die Initiative auf – die Zusicherung zur ehrenamtlichen Mitarbeit besagter Ärzte war gegeben, zunächst in der Konzeptphase, dann für ordinierende Dienstleistungen.
Es gab keinen Zweifel darüber, dass Sozialarbeit eine wichtige Komponente der ambulanten Versorgung sein müsse: Im Sinne der PatientInnen durch Beratung und Vernetzung von Ressourcen. Es sollten integrative Begleitmaßnahmen, notwendige Heilbehelfe, ggf. Operationen, therapeutische Krisenintervention, realistische Lebensperspektiven aufgezeigt und ermöglicht werden.
Die Wr. Ärztekammer begrüßte von Beginn an positiv unterstützend unser Konzept:
° niederschwelliger Zugang zu medizinischer Versorgung
° erhöhte Aufmerksamkeit und differenzierte Wahrnehmung
von Herkunft, jüngster Geschichte, Symptome / Beschwerden
° posttraumatisch - od./u. sozialintegrativ therapeutischer Begleitung
° unterstützende Sozialberatung über Ressourcen und Vernetzung
° breites Fremdsprachenangebot
° auf der gesicherten Basis von Vertrauen und Anonymität
mit folgenden Zielsetzungen:
° Wiederherstellung und Gewährleistung / Stabilisierung
körperlicher, psychosomatischer, psychischer Gesundheit
bei höchstmöglicher Sprach-Verständlichkeit zur Förderung
> des Vertrauens zu hiesiger Medizin und Gesundheitsversorgung;
> der Eigenkompetenz des / der PatientIn;
> der Akzeptanz und Motivation zu Behandlung und erforderlich
weiterführenden Maßnahmen.
° Präventiv-Medizin im Sinne
> der Früherkennung von infektiösen (Seuchen-) Krankheiten;
> der Vorbeugung von Manifestation und Folgeschäden von
Krankheiten;
> der Schutz -Beratung vor contraindizierten Maßnahmen und aktiver Infektion
° Beratung im Sinne
> der Aufklärung über latent vorhandene Krankheitsbilder (z.B. Diabetes);
> pädagogischer Interventionen (z.B. Hygiene, Diäten);
> kultur-, zivilisations- u. klimabedingten Unganges mit Störungen;
° Weiterführender Zugang zu öffentlichen Angeboten u. Ressourcen im Sinne
> hierorts üblichee Ressourcen des Gesundheitssystems;
> mitteleuropäischen Gesundheitsbewusstseins;
> soziokulturell adäquaten Umgangs mit Körper und Gemüt.
Der Name wurde gefunden – AMBER (AMBulanz + BERatung).
Wir öffneten unsere erste Ordination am 12. Jan. 2004.
Mitarbeitende: Ehrenamtlich, wie die ÄrztInnen, standen ausgebildete Krankenschwestern als Ordinationsassistentinnen zur Verfügung. Darüber war und bin ich persönlich besonders dankbar:
Durch ihre Kompetenz in der alltäglich administrativen und Patienten orientierten Abwicklung haben wir sehr viel gelernt und bis heute ist ihnen zu einem tragenden Anteil der reibungslose Ablauf der Ordination zu verdanken.
In den ersten Monaten hatten wir 2 x wöchentlich je 2 Std. Ordination für Allgemein Medizin anberaumt, einmal vormittags, einmal nachmittags; mit 4 Ärzten und 1 Schwester / Assistenz.
Bereits im Frühjahr desselben Jahres war es möglich die Anzahl des medizinischen Personals in AMBER zu erhöhen. Neben deren eigenen breit gestreuten Sprachkompetenzen stellten sich auch Übersetzer zur Verfügung – Schritt für Schritt erweiterten wir unser Angebot auf der Basis ehrenamtlicher Mitarbeit – bis heute:

Fr. Dr. H. Degendorfer-Reiter, eine der ÄrztInnen f. Allg. Med., niedergelassen in eigener Praxis, hat sich freundlicherweise namentlich als medizinische Leiterin,
Verantwortliche der Ordination AMBER zur Verfügung gestellt, alle anderen Dienst tuenden ÄrztInen zeichnen in ihrer Vertretung.
Zur Unterstützung der ehrenamtlichen Mitarbeitenden sind zwei bezahlte und ein Zivildiener beschäftigt.
Eine Stelle à 38 Std./ Wo erfülle ich als administrative Leiterin der Einrichtung so wie als Beraterin / Sozialarbeiterin.
Die andere Stelle à 30 Std./ Wo umfasst die Tätigkeit der Ordinations- und Sekretariatshilfe zu Pat. orientierter und interner Vernetzung.
Der Zivildiener steht multifunktional zur Verfügung.

Koop.-Partner: Neben den in AMBER arbeitenden ÄrztInnen, durften wir vom Start weg über ein Netz von ca. 55 mit uns kooperierender Spezialisten, ebenso Labors, wie Radiologie-Institute zurück greifen, zu denen wir unsere Pat. zur kostenfreien Diagnose und Behandlung zuweisen.
Die Verantwortliche des Rot Kreuz – Medikamentendepots, Fr. Mag. Schneeberger, ermöglichte uns immer in kollegialer und spontaner Weise kostenlose Auffüllung unserer Ordinationsapotheke, zur Versorgung der Pat. – Wir haben sehr zu danken!
Die Zielgruppe war gegeben:
Unversicherte Menschen - v.a. MigrantInnen, Flüchtlinge, AsylwerberInnen -
mit akuten od./u. latenten Krankheitssymptomen und entsprechendem Heilungsbedarf, die auf Grund
> des politisch-rechtlichen Status keinen Zugang zu behördlicher oder öffentlicher Gesundheitsversorgung finden;
> ihrer sozial deprivierten Situation Scheu vor etablierten Ordinationen od./u. Ambulanzen haben;
> wirtschaftlicher Gegebenheiten die finanziellen Mittel für etwaige Behandlungen und Medikamente nicht aufbringen können;
> ihres Fremdseins muttersprachliche Betreuung / Beratung suchen;
> der Unkenntnis unseres Gesundheitssystems Integrationshilfe benötigen.
Menschen aus unterschiedlichsten Herkunftsländern, Kulturen und Sprachen. –
Um der individuellen Geschichte und Ausdrucksform der einzelnen Pat. ernsthaft entgegen zu kommen, nehmen wir in der Allgem. Med. einen durchschnittlichen Zeitaufwand von 20 Min./ Pat., in der Fachmedizin 30 Min./ Pat. an.
Die Menschen unserer Zielgruppe sind oft traumatisiert durch Krieg, Gewalt, Flucht, Folter oder auch schwer gezeichnet von Isolation, Kulturschock, Ausgrenzung, ihrem versteckten Leben im Untergrund, in sozialer und materieller Armut –
die Folgen sind neben verschleppten Krankheiten
Resignation, Depression, komplexe Ängste, Scham, berechtigte Befürchtungen.
Ein Großteil der dargelegten und diagnostizierten Beschwerden weist auf
Psychisch – neurologische sowie auf psychosomatische Leiden hin.

Der erforderlich sensible Umgang mit den Menschen unserer Zielgruppe erfährt bereits seinen ersten Schwerpunkt in der Rezeption der Pat.:
Es braucht eine sehr positive, Vertrauen erweckende Mundpropaganda in Bezug auf unser Verhalten ihnen gegenüber, Zugeständnisse über Datenschutzsicherheit, mitunter gar Akzeptanz ihrer Anonymität. Meist braucht es ihrerseits auch einen hohen Bedarfsdruck um medizinische Betreuung auf zu suchen.
Andererseits ist es sowohl für die medizinisch therapeutischen Maßnahmen als auch für die Existenz berechtigende Dokumentation des Projektes von großer Wichtigkeit Daten und Informationen über unsere Pat. zu erfassen.
Um den Menschen den gesicherten Schutz ihrer persönlichen Identifizierung zu gewährleisten, gelang es mir bereits in der Anfangsphase die kommunalen Behörden für Gesundheitswesen dahingehend ein zu stimmen, dass sie AMBER – PatientInnen ohne spezielle Recherchen oder gar Fahndung, jedoch in engem verantwortungs- vollen Austausch mit uns behandeln, beraten.
Um andererseits von unserem Angebot als grundlegende Hilfestellung zu informieren sind wir mit ca. 130 sozialen Beratungs- und Unterbringung - Stellen im Raum Wien in regelmäßigem Kontakt, die ihre KlientInnen im Bedarfsfall auf AMBER verweisen.
Den meisten Zuspruch (48 %) durch Pat. erleben wir mittlerweile durch:

Finanzierung und Zukunft von AMBER:
AMBER – Leistungen implizieren Kosten.
Die ob. angeführte Auflistung der therapeutischen Leistungen beinhalten keine Kosten für Betrieb, Ausstattung, Gehälter, abgesehen von der ehrenamtlichen Mitarbeitenden, deren Arbeitszeit:
Allgemein- u. FachmedizinerInnen: 3,5 bis 12 Std./ Mo.
AssistentInnen: 10 bis 25 Std./ Mo.
Therapeutische Begleitung: 4 bis 14 Std./ Mo.

Seitens der politischen Ebene wird unsere Zielgruppe bislang tunlichst negiert, als nicht relevant anerkannt; öffentlich – staatliche Subventionen erhalten wir daher keine.
Träger des Projektes AMBER ist das Evangelischen Hilfswerk / Diakonie –
die Infrastruktur wird zur Verfügung gestellt.
Wir sind zu einem dankenswerten Teil sehr wohl unterstützt, dennoch zu einem sehr viel größeren Teil auf Privatspenden und Sponsoring durch Firmen angewiesen.
Unser Budget – Bedarf für dieses Jahr, 2006, liegt bei XXX,- €.
Es zeigte sich unsererseits keine realistische Aussicht die notwendigen Mittel aufzubringen.
Umso deutlicher zeigte sich andererseits, dass sich das Rote Kreuz Österreich dafür interessierte ein adäquates Projekt zu Gunsten derselben Zielgruppe, MigrantInnen, zu öffnen.
Im Herbst des vergangenen Jahres haben sich die Geschäftsführungen beider NGOs nun dahingehend verständigt eine enge Partnerschaft in Bezug auf AMBER einzugehen.
Neben der mittelfristig wirtschaftlichen Perspektive steht wohl außer Zweifel:
Die Vereinigung von know-how und Ressourcen der zwei lang bewährten, sozial determinierten NPOs wird Qualitätsverbesserung in der Pat. orientierten Arbeit schaffen. Die Politik wird sich nicht mehr lang dem Anliegen zweier renommierter Organisationen verschließen können, bzw. gegenüber dem wirtschaftlichen Bedarf dieser notwendigen Arbeit....
Und – davon gehe ich heute schon aus – Entwicklungen, Erweiterung im Angebot AMBER werden die Folge sein.

History: The idea to provide ambulant medical treatment for free to people without insurance was put forward by general practitioners. Aside from insured persons they had been treating an increasing number of patients without insurance in their practices for free, also supplying them with medicine.
As soon as appropriate premises were found for the project, the initiative was taken up by the Diakonie in the person of the managing executive director Mr. Michael Bubik. The doctors in question were ready to volunteer – at first during the planning phase of the project, later providing medical services.
It became clear that social work had to be an important component of ambulant medical care, such as counselling and cross-linking resources. This would serve the interests of patients. The aim was to present and to provide realistic perspectives for asylum seekers, integrative complementary measures, necessary medical equipment, surgery, therapeutic crisis intervention.
The Viennese Medical Association reacted very positively and offered to support our concept:
° low-barrier access to medical services
° special attention and a differentiated perception regarding their origin, recent history,
symptoms and ailments
° posttraumatic and/or socially integrative therapeutic care and
° auxiliary social counselling concerning resources and networks
° all these service being provided in a great number of languages
° anonymity and confidence as main principles
Which aimed at:
Physical, mental and psychosomatic recovery and stabilisation of state of health, in a way that allows for the highest possible level of comprehensiveness in the mother tongue in order
to foster confidence in medicine and health care in Austria
to promote self-competence in patients
to raise the patient’s acceptance and motivation in connection with treatment and necessary accompanying measures
° Preventive Medicine such as
early detection/ diagnosis of infectious (epidemic) diseases
prevention of the clinical manifestation and complications or secondary damage caused by diseases
preventive counselling concerning counterproductive measures and infections
° Counselling in connection with
information about latent diseases (e.g. diabetes)
pedagogic intervention (e.g. hygiene, diet)
climate – or culture specific approach to certain disorders
° Additional access to public services and resources such as
general resources of the local health care system
health consciousness in Central Europe
socio-culturally adequate handling of body and soul
Finally, a name was found: AMBER (an abbreviation for the German words AMBulanz&BERatung, meaning health care centre & counselling)
We opened our first clinical practice on the 12th of January 2004.
Staff: Aside from volunteer doctors we also had a number of trained nurses at our disposal, who were ready to work for free at our medical praxis. I am particularly grateful for this: Due to their in the realm of administration as well as patient-oriented work, we have had the opportunity to learn a lot. Until today they play a crucial part in making the practice work. That is operates so smoothly is largely their merit.
During the first months we offered two hours of general practitioning twice a week, once in the morning and once in the afternoon. There were four doctors and one nurse.
We could increase the number of medical staff already in the spring of 2004. Aside from the staff’s comprehensive command of languages we also received help from translators. With the help of volunteers, we have been able to extend our services step by step and continue to do so:

Dr. Degendorfer-Reiter, one of our general practitioners, volunteered for the post of medical director and physician in charge of the AMBER clinical practice. All our doctors sign on behalf of her. Our honorary staff is aided by two fully paid employees and one staff member who serves his civilian service.
I work 38 hours per week as administrative director of AMBER as well as counsellor and social worker.
Another colleague takes up a 30-hours-per-week-post which involves medical assistance and administrative assistance in the realm of patient-oriented and internal networking.
Opening hours:

neurologists: 3 to 4 times a month (by appointment)
gynaecologist: every 2nd week (by appointment)

° psychotherapeutic crisis intervention and care in one-on-one sessions or family sessions
° supply of medicine if necessary
° social counselling concerning supportive resources and integrative measures
Partners: From the beginning, we could rely not only on the doctors working for AMBER, but also a network of 55 specialists and laboratories who became our cooperative partners. This enables us to send our patients there for cost-free diagnosis or therapy. Ms. Schneeberger, responsible for the Red Cross’ drug stock, always helped us to fill our pharmacy at the AMBER medical practice at no cost. This enabled us to supply medicine to our patients for free. Thank you very much!
Our target group was clear: Persons without insurance – mostly migrants, refugees, asylum seekers – who suffer from acute and/or latent symptoms of any disease and who thus need medical assistance and who
have no access to public or official health care due to their political and legal status
hesitate to turn to regular health care institutions due to their social deprivation
cannot afford treatment or drugs
need counselling and medical care in their mother tongue
need help to orientate themselves since they are not familiar with the Austrian health care system
Patients from different countries, of different cultures and languages. –
In order to be able to give appropriate time and attention to the individual history and form of expression of each patient, we calculate on average 20 minutes per patient for our general practitioners and 30 minutes per patient for our specialists.
The people belonging to our target group are often traumatised by war, violence, migration, expulsion from their homes or torture. They are severly affected by isolation, cultural shock, social exclusion, underground existence, social and financial poverty.
Aside from chronic diseases, the effects include resignation, depression, fear, shame, legitimate fears. The majority of these disorders indicate neurological as well as psychosomatic illnesses.

Our target group needed a very sensitive approach, which also plays an important role in attracting patients. In order to reach these people, we needed positive word-of-mouth advertising that would inspire confidence concerning AMBER’s approach to patients. We also had to make concessions considering data protection, in some cases up to the point of anonymity.
Most of our patients were only seeking medical help after long and intense suffering. On the other hand, it is crucial to collect data and information about our patients – for medical and therapeutic reasons as well as in order to be able to document our project and thus to prove that it is necessary.
In order to grant our patients their privacy and data security I convinced local health authorities to treat AMBER patients in cooperation with our organisation without investigation or even warrant. On the other hand, we have to inform possible patients about our services. Thus, we have established contacts with approximately 130 social institutions, counselling bodies and shelters in Vienna. These institutions will send their clients to AMBER in case they are in need of our services.
Our popularity is largely (to 48%) based on the following:

Financing and future of AMBER:
Services provided by AMBER generate costs.
The therapeutic services listed above do not contain operational costs or costs for equipment and salaries, or the working hours of our unpaid volunteers who’s working hours amount to:
GPs and specialists: 3,5 to 12 Std./ month.
Assistant doctors: 10 to 25 Std./ mo.
therapeutic supervision : 4 to 14 Std./ mo.
interpreters: up to approx. 40 Std./ mo.
Our target group has been consequently neglected on the political level - they are not being regarded as relevant in any way. Thus, we do not receive public or state funding. AMBER is a project of Evangelisches Hilfswerk / Diakonie who also provide our infrastructure.
We receive funding to a certain degree, however we mainly depend on private donations and sponsoring. For the year 2006 AMBER would need a budget of XXX€. At the moment we do not have any realistic perspective of raising this sum.
However, it became clear that the Austrian Red Cross is interested in starting a project which is directed at the same target group, namely migrants. 2005 executives of both NGOs agreed to set up a strong cooperation and partnership concerning AMBER.
Aside from the effect on the medium-term economic perspective there is another clear asset: Merging the know-how and resources of well proven, socially orientated NPOs will result in better service for the patients. Politicians will not be able to ignore the concerns of two organisations with such a reputation. They will have to face that fact that it is necessary to provide such services and that these entail certain costs.
Moreover, I am sure that these synergies will bring new developments and an extension of services provided by AMBER.

A Független Újságírók Alapítványa (Független Médiaközpont) 2005-ben folytatta hagyományos tevékenységét, amelyek célja az volt, hogy hozzájáruljon az újságírás szakmai színvonalának javításához, a szakmai párbeszéd elmélyítéséhez, de olyan programokat is megvalósított, amelyekkel a civil szervezetek fejlesztését, együttműködését segítette. A Független Médiaközpont részt vett nagyszabású nemzetközi programokban is, erősítve nemzetközi hálózati pozícióját és új területekre kiterjesztve együttműködését.
Az Európai Unió által támogatott projekt – Gender mainstreaming a médiában
A Független Médiaközpont 2004 szeptemberétől 2005 májusáig bonyolította le a „Nemek egyenlősége a médiában – az európai uniós elvek és gyakorlat átadása újságírói civil szervezetek tagjainak” című kilenc hónapos programot. A projektet az Európai Unió Phare Access 2002-es programja támogatta. A projekt az alábbi részekből állt:
1. Újságíróképzés (műhelyfoglalkozások újságírók és újságírói non-profit szervezetek munkatársai számára) - A program révén a résztvevő újságírók megismerkedtek azzal, miként érvényesíthető a gender-érzékeny szemlélet az újságírói munkában, javítva annak minőségét.
a. Nemek a hírekben és a hírek mögött (2005. január 7-8., Vezetőoktató: Dorette Kuipers, Hollandia)
b. Nemek a televízióban – nézettség vagy/és szakmai igényesség (2005. január 10-11. Vezetőoktató: Dorette Kuipers, Hollandia)
c. Női magazinok, női műsorok – valós témák és minőség (2005. április 8-9, Vezetőoktató: Birgitta Schulte, Németország)
d. Gender mainstreaming és az újságíróoktatás – metodológiai szeminárium (2005. április 30. Szakértő: Renata Sribar, Szlovénia)
2. Nemzetközi konferencia (2005. április 29.) - A Független Médiaközpont bolgár, cseh, holland, román, szlovén és magyar szakértők, újságírók részvételével tartotta meg a konferenciát, amelynek fő témája az volt, miként ismertethető meg és alkalmazható a gender mainstreaming koncepciója a médiában és az újságírásban, s mi ebben a civil szervezetek szerepe. A résztvevők következtetéseikről zárónyilatkozatot fogadtak el.
3. Publikáció a projektről - A kiadvány online változata Nemek a médiában címmel a www.cij.hu honlapon olvasható, a gender és a média témájában referencia-anyagként is használható. A publikációt a Központ nyomtatott formában pedig 500 példányban adta ki.
4. Kerekasztal-beszélgetés a projekt eredményeiről gender szakértőkkel, civil szervezetek tagjaival – 2005. május 31.
A Phare Access 2002 által támogatott programot a Független Médiaközpont az újságírói egyesületekkel, nonprofit szervezetekkel (MiNŐK, IgEN Egyesület, Nők a Médiában Egyesület, Radio Nederland Training Centre, Journalistinnenbund, SEENPM) kialakított szoros együttműködésben hajtotta végre. A programban a külföldi szakértők mellett magyar előadók is részt vettek. A képzést az újságírók újszerűnek, hasznosnak és hiánypótlónak értékelték. A projekt újabb területen erősítette a Független Médiaközpont szakmai munkáját, megszilárdítva partneri kapcsolatait a hazai és a nemzetközi civil szférában egyaránt. A gender témakörében a Független Médiaközpont további programokat tervez, elsősorban dél- és kelet-európai partnerek bevonásával.
Roma programok
Regionális roma újságíró-gyakornoki program
A tízhónapos roma újságíró-gyakornoki program, amelyet a Független Médiaközpont 1998 óta immár hagyományosan évente elindít, 2005. március 17-én fejeződött be. A program első ízben öltött regionális jelleget – a hallgatói csoportban a magyarországiakon kívül magyarul beszélő romániai és szlovákiai hallgatók is részt vettek. Hat magyarországi, három szlovákiai és egy romániai résztvevő végezte el a tanfolyamot, amelyet a Nyílt Társadalom Intézete, a Levi Strauss Alapítvány, az ORTT, az Ifjúsági, Családügyi, Szociális és Esélyegyenlőségi Minisztérium, a Népszabadság Rt., valamint a Magyar Rádió támogatott.
A Független Médiaközpont 2005 októberétől decemberig készítette elő a következő évi – immár a nyolcadik - roma újságíró-gyakornoki programot, kibővítve a hallgatókat küldő országok sorát: a 2006 januárjában kezdődő regionális kurzusra a magyarországiakon kívül magyarul beszélő romániai, szerbiai és szlovákiai hallgatók jelentkezhettek. A budapesti központ 2005-ben megállapodott a bukaresti és a pozsonyi Független Médiaközponttal, valamint az Újvidéki Újságíró Iskolával, hogy közreműködnek a résztvevők kiválogatásában, majd gyakornoki munkájuk nyomon követésében és a program-koordinációban. A több fordulós válogatások eredményeként 2005. decemberre összeállt a 16 fős csoport: 10 magyar hallgató, a másik három országból pedig 2-2 diák nyert felvételt a programra.
Az első három hónapban napi teljes lekötöttséggel járó elméleti képzésben vesznek részt a résztvevők, majd pedig szerkesztőségekben dolgoznak – szintén teljes munkaidőben – a program befejezéséig. A program igazgatója Janis Overlock amerikai újságíró, az elméleti oktatást pedig elsősorban magyar újságírók és szakemberek irányítják. A 2005/2006. évi programot a Nyitott Társadalom Intézet Network Media Programja, a belga Evens Alapítvány, a Népszabadság Ringier Oktatási Központ támogatja.
2005-ig 72 fiatal végezte el a roma újságíró-gyakornoki programot, amely modellként szolgált a Szlovákiában, Romániában, Bulgáriában és Macedóniában megkezdett hasonló képzéshez. 2003-ban a belga Evens Alapítvány a legjobb európai interkulturális oktatási programnak odaítélt fődíjjal tüntette ki a programot.
Aroma Rádió – roma kisközösségi rádió Kiskőrösön
Egy korábbi európai uniós program (Phare Access 2001) keretében – a Független Médiaközpont szakmai irányításával - Kiskőrösön Aroma Rádió néven mikrofrekvenciás kisközösségi rádió alakult, amely 2005 januárjában megkezdte rendszeres adását a helybéli roma közösség számára. A központ folyamatosan figyelemmel kísérte az Aroma Rádió szakmai munkáját, és igyekezett segíteni forrásteremtő erőfeszítéseit. A rádió vezetője (Kvalla Gábor) és főszerkesztője (Kunhegyesi Ferenc) a Független Médiaközpont 2001-es roma újságíró-gyakornoki programjának résztvevője volt.
Nonprofit PR oktatóképző program roma újságíróknak
A Független Médiaközpont 2005 májusában zárta le azt a kilenc hónapos projektet, amely – egy korábban végrehajtott európai uniós projekt (Phare Access 2001) eredményeire építve – PR képzésben részesítette roma újságírók egy csoportját. Az érdekérvényesítésre, lobbizásra összpontosító hathetes oktatóképző programban – amelyet Hajdú László, Kóczé Angéla, Vajda Éva vezetett - kilenc roma újságíró vett részt eredményesen (mindannyian a korábbi években végezték el a Médiaközpont újságíró-gyakornoki programját). A tanfolyamon elsajátították, miként lehet médiastratégiát összeállítani és sikeres kampányokat szervezni, majd az ismereteket továbbadni roma civilszervezeteknek. A képzést követően 2005. március-áprilisban Heves, Borsod-Abaúj-Zemplén és Hajdú-Bihar Megye hét településén tartott helyszíni konzultációkat összesen 39 roma nonprofit szervezet és önkormányzat 148 képviselője számára. Az Egyesült Államok nagykövetsége által támogatott program rendkívül sikeres volt, rávilágított arra, hogy roma szervezetek számára fontos szempont a képzett roma szakértők jelenléte.
Rádiós program budapesti roma tizenéveseknek
A roma újságírók továbbképzését, tudásuk roma fiataloknak történő átadását segítette az a program is, amelyet a Független Médiaközpont a Holland Nagykövetség Matra-Kap támogatásának köszönhetően kezdett el 2005 májusában. A 12 hónapos projekt célja az, hogy budapesti roma tinédzserek megismerkedjenek a rádiózás alapjaival, majd pedig mentorok – roma újságírók – közreműködésével rádiós műsorokat készítsenek. A középiskolás diákok 2005. június 27-től július 8-ig intenzív tanfolyamon vettek részt Braun Zsolt BBC-s oktató irányításával, augusztusban pedig elkezdték a félórás magazinműsorok gyártását. Az ifjúsági műsorokat a Rádió C sugározta – 2005 decemberéig öt adás készült és hangzott el.
Speciális képzési program újságírók számára
A Független Médiaközpont a World Science Forum rendezvényeihez igazítva 2005. november 9-11-én műhelyfoglalkozást szervezett tudományos újságírók számára a tudományos újságírás és az újságírói felelősség témakörében. A programot az Egyesült Államok nagykövetsége támogatta, a vezetőoktató Linda Billings amerikai tudományos kommunikációs szakember volt. A nyolc résztvevő a műhelyfoglalkozást követően lehetőséget kapott arra is, hogy jelen legyen a Magyar Tudományos Akadémián tartott Tudományos Világfórumon, valamint a Tudományos Újságírók Nemzetközi Szövetségének ugyanebben az időpontban Budapesten zajló tanácskozásán is.
Nemzetközi programok
Délkelet-európai Médiaközpontok Hálózata
A budapesti Független Médiaközpont, amely tagja az 1999-ben alakult Délkelet-európai Médiaközpontok Hálózatának (South East European Network for Professionalization of the Media - SEENPM), folytatta az együttműködést a partner-szervezetekkel. A hálózat 18 független újságíróképző központot, intézetet tömörít a térségben. A dán és a svájci kormány, a Nyílt Társadalom Intézete támogatásával szervez programokat a tagországokban: Albániában, Bosznia-Hercegovinában, Bulgáriában, Horvátországban, Macedóniában, Magyarországon, Moldovában, Romániában, Szerbiában és Montenegróban, Szlovákiában valamint Szlovéniában. A hálózat célja, hogy erősítse a média szakmai színvonalát, regionális kapcsolatait és hozzájáruljon a média demokratizálásához ebben a térségben.
A SEENPM 2005. március 4-5-én a budapesti Független Médiaközpontban tartotta éves közgyűlésének ülését. A fő téma az volt, hogyan alakítsa nemzetközi hálózati szerepét a SEENPM, s hogy milyen jogi és szervezeti változások válnak majd szükségessé a következő években. A SEENPM elhatározta, hogy további működéséhez és programjaihoz új jogi kereteket keres. A 2005 októberében tartott szófiai rendkívüli közgyűlésen a szervezet arról is döntött, hogy tevékenységének fő irányát a következő években nem az oktatási, hanem a nemzetközi médiakutatási és médiapolitikai programok határozzák meg
A délkelet-európai hálózaton belüli együttműködésnek köszönhetően magyar újságírók továbbra is részt vettek a SEENPM más országokban tartott – immár hagyományosnak tekinthető - tanfolyamain, tanulmányútjain. Ezek 2005-ben a következők voltak:
- Független rádiók irányítása: műsorigazgatás és marketing (műhelyfoglalkozás, Szófia);
- Újságírás és üzlet találkozása (tanfolyam, Szarajevó);
- Szabadúszó újságírás: kiút a szürkezónából (nemzetközi konferencia, Ljubljana);
- Hogyan írjunk a terrorizmusról? (tanfolyam, Tirana)
- Horvát Nemzeti Parkok és a turizmus (tanulmányút, Opatija)
- Védelmi és biztonsági kérdések az újságírásban - (műhelyfoglalkozás, Újvidék);
- Pénzügyi és közvetett cenzúra a délkelet-európai újságírásban (konferencia, Bukarest);
- Kibontakozó sajtóipar és az etika (nemzetközi konferencia, Szófia);
Tényfeltáró újságírás Kelet- és Közép-Európában – nemzetközi konferencia
A Független Médiaközpont 2005. október 28-29-én 75 oknyomozó újságírójának részvételével rendezett nemzetközi konferenciát „Tényfeltáró újságírás Kelet- és Közép-Európában” címmel. A Dán Oknyomozó Újságírók Egyesülete évek óta – Scoop néven - működtet egy támogatási struktúrát, amely szakmai, jogi és anyagi segítséggel támogat kelet- és dél-európai tényfeltáró újságírókat. A programban résztvevő újságírók több nagyszabású, olykor határokon átívelő tényfeltáró munkát végeztek, cikkeikkel több nemzetközi újságírói díjat is kiérdemeltek. A konferencián az újságírók az alábbi országokból érkeztek: Ukrajna, Belarusz, Moldova, Románia, Bulgária, Bosznia-Hercegovina, Szerbia-Montenegro, Horvátország, Magyarország, Koszovo, Macedónia, Szlovénia, Csehország, Litvánia, Hollandia, Németország, Dánia, Egyesült Államok.
A budapesti konferencia kiemelt előadója volt Dr. Peter Eigen, a Transparency International megalapítója (Az újságírók szerepe a korrupció elleni harcban); Bruce Shapiro, a Yale Egyetem tanára (A tényfeltáró újságírás ellen és mellett szóló érvek); Jürgen Roth német szabadúszó riporter (Hogyan vizsgáljuk a nemzetközi bűnözői struktúrákat?). A konferencián rövid képzési programok is zajlottak: Az adatbázisok elemzésének használata az újságírásban (Katerina Szpaszovszka, Macedónia), Hogyan készítsünk interjút traumán átesett személyekkel? (Bruce Shapiro, Egyesült Államok). A konferencia sikeres lebonyolítása tovább erősítette a Független Médiaközpont nemzetközi pozícióját. A konferenciát a Nyílt Társadalom Intézete Network Media Program, a Carlsberg Breweries és a dán International Media Support támogatta.
Média és jog – nemzetközi konferencia
A Független Médiaközpont társszervezője volt a 2005 márciusában Nyíregyházán tartott brit-ukrán-szlovák-román-magyar konferenciának az európai média és a jog témakörében. A konferenciát a Brit Nagykövetség támogatta és szervezte az Euroclip KHt.-vel együtt. Ezt követően – a Brit Nagykövetség felkérésére – 2005. szeptembertől a Központ szintén közreműködött a 2006 januárjára tervezett újabb nyíregyházi nemzetközi konferencia (Változó médiaetika Európában) szakmai előkészítésében.
Videotréning értelmi fogyatékosokat segítő civil szervezetek számára
A Nyílt Társadalom Intézete (Mental Health Initiative) támogatásával a Független Médiaközpont 2005. november 11-12-én videotréninget tartott értelmi fogyatékosokat segítő horvát, román, magyar és moldovai non-profit szervezetek aktivistái számára Violeta Krasnic, az amerikai Witness szervezet oktatójának bevonásával. Ez a program része annak a munkának, amelyet az OSI a résztvevő szervezetekkel végzett az érdekérvényesítés és kampányok szervezésének oktatásában, s amely 2006-ban újabb akciókkal folytatódik. A Független Médiaközpont sajtó-kapcsolataival segítette azt a bemutatót, amelyen (2005. december 14.) a Nyílt Társadalom Intézete és a Salva Vita Alapítvány ismertette az értelmi fogyatékossággal élők jogairól, magyarországi oktatási és foglalkoztatási lehetőségeiről készített országjelentést.
Kutatási programok
A Délkelet-európai Médiaközpontok Hálózata (SEENPM) 2005 áprilisában nemzetközi médiakutató programot kezdett el a tagközpontok koordinátori közreműködésével „Az üzlet etikája, az etika üzlete” címmel. A magyar részt Bajomi-Lázár Péter médiakutató írta 2005 nyarán. A tanulmányokat tartalmazó kötetet a bukaresti Független Médiaközpont adta ki angol nyelven. Az anyag hozzáférhető a www.seenpm.org honlapon.
A Nyílt Társadalom Intézete (EU Monitoring and Advocacy Program, EUMAP) a Független Médiaközpontot kérte fel a Bajomi-Lázár Péter által készített magyarországi országjelentés (A televíziózás helyzete és gyakorlata Magyarországon) szakmai vitájának előkészítésére és megrendezésére (2005. január 18.) Vezető médiaszakértők, jogászok véleményezték, pontosították a tanulmányt, amely 2006 májusában magyarul és angolul is megjelenik a 20 európai országot átfogó kutatás eredményeként. A Független Médiaközpont a könyv magyar kiadásának előkészítésére is felkérést kapott: koordinálta a fordítási, korrektúrázási munkák elvégzését (2005. szeptember-december). Szakmai fórumok, kerekasztal-beszélgetések
A Központ változatlanul független szakmai fórumként szolgál az újságírók, médiaszakemberek számára: kerekasztal-beszélgetésein, rendezvényein 2005-ben több mint 300 fő vett részt. A Magyarországi Tartalomszolgáltatók Egyesülete (MTE) összesen hat kerekesztal-beszélgetést tartott az online médiát érintő kérdésekről felmérésekről.
A Non-profit Médiaközpont Alapítvány – immár a hagyománynak megfelelően – a Központban rendezte 2005. szeptember 30-án a fogyatékkal élők televíziós, rádiós munkáit bemutató éves filmszemléjét – csaknem 70 résztvevővel.
A MiNők Egyesület a Feminista Almanach sajtóbemutatóját a Központban tartotta 2005. október 13-án.
Együttműködés civil szervezetekkel
2005-ben a Magyar Internetező Nők Egyesülete (MiNŐK) nemcsak a gender témában EU Phare access 2002 projektben működött együtt a Független Médiaközponttal, hanem rendszeres szervezet-fejlesztő tréningjeit (Cin-Ta műhelyfoglalkozások, 4 alkalommal), valamint számítógépes tanfolyamait (6 alkalom) is a központban tartotta. Hasonló szolgáltatást nyújtott a Független Médiaközpont a SEED alapítvány szervezetfejlesztő tréningjeinek megtartásához is.
Szervezetfejlesztés, új iroda
A Soros Alapítványtól 2004-ben elnyert, három évre szóló Intézményi Támogatási Program részeként elkészült az a független jelentés, amely a Független Újságírók Alapítványának szervezeti fejlesztését célozta. A szervezeti átvilágítást, elemzést követően létrejött jelentés javaslatokat fogalmazott a fenntarthatóság erősítésére vonatkozóan. Az ajánlások egyik elemeként, a költségek csökkentése végett a Független Médiaközpont 2006. november 19-én egy kisebb alapterületű, ám korszerűbb és jobban felszerelt irodába költözött. Az új cím: 1088 Budapest, Vas u. 6. 1/5. A telefon (317-5448) és faxszám (267-4613), e-mail cím (cij@cij.hu) változatlan maradt.

A Könyvtár tevékenysége
A könyvtár továbbra is információs és médiakutatási szolgáltatásokkal állt az idelátogató újságírók és médiaszakos hallgatók rendelkezésére. Az angol nyelvű anyagok között újságírói tankönyvek, napi- és hetilapok találhatóak. A könyvtár CD-rom gyűjteménye magyar és amerikai lapokat foglal magában, például a New York Times-t, a Washington Postot. A könyvtáros segítséget nyújtott az újságíróknak az internetes adatbázisok használatához. 2005-ben körülbelül 2000 látogató vette igénybe a könyvtár szolgáltatásait.

Annual report - 2005
The Independent Journalism Foundation (Center for Independent Journalism) continued its traditional activities with the aim to improve the quality and professionalism of journalism and to intensify proffessional dialogue. Moreover, it carried out programmes which supported the work and cooperation between civil organisations. The Center for Independent Journalism also participated in big international programmes, thus strenghtening its position in international networks and establishing cooperations in new fields.
Gender mainstreaming in the media – A project funded by the European Union
Between September 2004 and May 2005 the Center for Independent Journalism carried out a nine months programme called „Gender equality in the media – imparting EU principles and practices to journalists NGOs”. The project was funded by the European Union’s Phare Access 2002 programme. It consisted of the following units:
1. Training for journalists (workshops for journalists and for members of joutrnalist non-profit organisations) – The course trained journalists to acquire a gender-sensitive perspective in journalism, thus improving its quality.
a. Gender in the news and behind the news (January 7th-8th, 2005; trainer: Dorette Kuipers, Netherlands)
b. Gender in television – ratings and/or professional quality (January 10th-11th, 2005; trainer: Brigitta Schulte, Germany)
c. Women’s magazines, women’s TV-programmes – topics from real life and quality (April 8th-9th, 2005; trainer: Brigitte Schulte, Germany)
d. Gender mainstreaming and journalist education – methodological seminar (30. April 2005, expert: Ranata Sribar, Slovenia)
2. International Conference (29. April 2005) – The Center for Independent Journalism hosted the conference which attracted journalists and experts from Bulgaria, the Czech Republic, the Netherlands, Romania, Slovenia. The conference revolved around the question how the concept of gender mainstreaming can be taught and applied in the media and in journalism and what role civil organisation play in this process. The participants adopted a closing statement with the conclusions of the conference.
3. Publications about the project – The online version of the publication is available at www.cij.hu under the title „Gender in the media”. It is a useful reference work in this area. The Center published 500 copies of the printed version.
4. Round-table discussion about the results of the conference with gender experts and members of civil organisations – 31st May 2005.
The Center for Independent Journalism carried out the programme funded by Phare Access 2002 in close cooperation with journalist organisations, non-profit organisations, (MiNŐK, IgEN Egyesület, Nők a Médiában Egyesület, Radio Nederland Training Centre, Journalistinnenbund, SEENPM). Apart from international experts Hungarian lecturers also participated. Journalists considered the programme to be useful, they stated that it had brought many new impulses and filled a gap. The programme fostered the professional performance of the Center and helped consolidating its ties with domestic and international civil organisations. The Center plans to carry out other gender-related activities int he future and will focus on involving partners from South and Eastern Europe.
Programmes for Roma
Regional Roma journalist internship programme
The ten-month Roma journalist internship programme which the Center for Independent Journalism has been carrying out every year since 1998 was finished on 17th March 2005. For the first time, the programme gained regional character, since not only hungarian participants were involved, but also hungarian speaking participants from Romania and Slowakia. Six hungarian, three slowakian and one romanian participant graduated from the course, which had been funded by the Open Society Institute, the Levi Strauss Foundation, the National Television and Radio Commission, Ministry of Youth, Family, Social Affairs and Equal Opportunities, Népszabadság Rt. and the Hungarian Radio.
Roma programmes
Between October and December 2005 the Center for Independent Journalism prepared the 8th Roma journalist internship programme due to take place the following year, adding new participating countries. Apart from Hungarians, in January 2006 the Center welcomed participants to its regional course from Romania, Serbia and Slovakia. In 2005 the Center in Budapest had agreed with the Centers for Independent Journalism in Bucharest and Bratislava and with the Vojvodina School for Journalism (Újvidéki Újságíró Iskola) that they would take part in selecting the candidates as well as in monitoring their work and in coordinating the programme. After a multi-round selection process 16 candidates were picked: Ten participants from Hungary, two participants from each of the other three countries.
During the first three months the participants receive a full-time theoretical training then they go to work full-time in press and media production until the end of the programme. Janis Overlock, a US-journalist, is the director of the programme. The theory units take place under the supervision of mainly Hungarian journalists and experts. The 2005/2006 programme was supported by the Media Programme of the Open Society Institute, the Belgian Evans Foundation and the Ringier Training Center of Népszabadság.
By 2005 72 participants had graduated from the Roma journalist trainee programme, which served as a model for similar training programmes in Slovakia, Romania, Bulgaria and Macedonia. In 2003 the programme was awarded the title „Best European Intercultural Education Programme” by the Belgian Evans Foundation.
Aroma Radio – Roma local community radio in Kiskőrös
Within the framework of a former EU-programme (Phare Access 2001) and under the professional guidance of the Center for Independent Journalism a local community radio station was launched in Kiskőrös under the name of "Aroma Rádió”. They started regular broadcasting in January 2005, targeting the local Roma community. The Center was constantly monitoring the professional activities of Aroma Radio and tried to help with fundraising. The director (Gábor Kvalla) and the chief editor (Ferenc Kunhegyesi) of the radio station had taken part in the Center’s Roma journalist trainee programme in 2001.
Non-profit PR training programme for Roma journalists
In 2005 the Center for Independent Journalism concluded a nine-month-project based on the results of a former EU-project (Phare Access 2001) which offered a training in public relations to Roma journalists. The six-week training programme led by László Hajdú, Angéla Koczé und Éva Vajda focused on advocacy and lobbying. Nine Roma journalists completed the training successfully (they had all graduated from the journalist internship programme before).
They learned how to design a media strategy and how to organise successful campaigns. They also learned how to pass on this knowledge to other Roma civil organisations.
After having completed the course they held consultations in April and May 2005 in the counties of Heves, Borsod-Abaúj-Zemplén and Hajdú-Bihar Megye for 39 Roma non-profit organisations and 148 representatives of the local governments.
The programme which had been funded/supported by the US-Embassy was enormously successful. It highlighted how important it is for Roma organisations to have well-trained Roma experts at hand.
Radio program for Roma teenagers in Budapest
In May 2005 the Center for Independent Journalism launched another programme for Roma journalists that should provide them with advanced professional training and should help them passing on their knowledge to Roma youth. This programme was funded by the Dutch embassy’s Matra Kap foundation. The aim of the programme was to give Roma teenagers from Budapest an introduction to radio journalism. Afterwards they started their own radio programmes with the help of mentors (Roma journalists). Highschool students attended an intensive training course under the supervision of Zsolt Braun from the BBC from June 27th until July 8th 2005. In August they begin to produce their own half hour long radio programmes. These shows for teenagers were broadcast by “Rádió C”. By December 2005 five shows had been finalised and broadcast.
Special training programme for journalists
From 9th to 11th November 2005 the Center for Independent Journalism organised a workshop for science journalists parallel to the World Science Forum. The workshop focused on science journalism and professional responsibility. The programme was supported by the US-Embassy; course director was Linda Billings, a US expert on science communication. After the workshop the eight course participants could attend the World Science Forum at the Hungarian Academy of Sciences as well as the summit of the World Federation of International Science Journalists which also took place in Budapest.
International programmes
South East European Network for Professionalization of the Media – SEENPM
The Center for Independent Journalism has been a member of the South East European Network for Professionalization of the Media – SEENPM, founded in 1999. The Center continued its cooperation activities. The network comprises 18 training centers and institutes for independent journalism in the region. It organises programmes in the member states Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Hungary, Moldavia, Romania, Serbia and Montenegro, Slovakia and Slovenia with the support of the Danish and the Swiss government as well as the Open Society Institute. The network’s aim is to foster the professional quality of the media and its local networks as well as to contribute to democratisation of the media in the region.
SEENPM held its general assembly on March 4th-5th 2005 in Budapest at the Center for Independent Journalism. The main topic was how the organisation could further develop its role as an international network and which legal and organisational changes will be needed in the near future. SEENPM decided to opt for a new legal framework for its activities and programmes. At the extraordinary general assembly in October 2005 in Sofia the organisation decided to shift its focus from training to international media research and media politics.
Thanks to the cooperation within the South-East European network Hungarian journalists could take part in traditional SEENPM courses and field trips in other countries. In 2005 these were:

- Financial and indirect censorship in south-eastern european journalism (conference, Bucharest)
- Emrging media industry and ethics (international conference, Sofia)
Investigative journalism in East- and Central Europe – international conference
On October 28th and 29th 2005 the Center for Independent Journalism held an international conference „Investigative journalism in East- and Central Europe” whith 75 investigative journalists taking part. The Danish Society of Investigative Journalists started a foundation called Scoop years ago which supports investigatiove journalists from South- ans Eastern Europe professionally, legally and financially. Journalists taking part in the programme undertook large-scale investigative work, sometimes even cross border projects. Their articles won several journalist awards. Jpurnalists from Ukraine, Belaruss, Moldavia, Romania, Bulgaria, Bosnia-Herzegovina, Serbia-Montenegro, Croatia, Hungary, Kosovo, Macedonia, Slowenia, the Czech Republic, Lithuania, the Netherlands, Germany, Danmark and the United States attended the conference.
Special guest speakers at the conference were Dr. Peter Eigen, founder of Transparency international (The role of journalists in the figth against corruption), Bruce Shapiro, professor of Yale University (Arguments pro and contra investigative journalism), Jürgen Roth german freelance journalist (How to investigate into international criminal organisations?). Within the framework of the conference also training courses took place: Database analyses in journalism (Katerina Spasovska, Macedonia), How to interview traumatised persons? (Bruce Shapiro, USA). The successful organisation of the conference further strengthened the position of the Center of Independent Journalism on the international stage. The conference was funded by the Network Media Program of the Open Society Institute, Carlsberg Breweries and the danish International Medie Support.
Media and law – international conference
The Center for Independent Journalism was co-organiser of a british-ukranian-slowakian-romanian-hungarian confernce on media and law which took place in March 2005 in Nyíregyháza. The conference was organised and funded by the British Embassy together with Euroclip KHt. On behalf of the British Embassy’s request from September 2005 on the Center also took part in the organisation of the next international conference in Nyíregyháza („Change of ethics in European media”) scheduled for January 2006.
Video training for NGOs assisting the mentallydisabled
On November 11th and 12th 2005 the Center for Independent Journalism held video training sessions for NGOs assisting mentally disabled people from Croatia, Romania, Hungary and Moldavia. The Center was supported by the Open Society Institute (Mental Health Initiative). The training was led by Violeta Krasnic, a trainer from the US-organisation „Witness”. This course was part of the OSI’s training programme on campaigning and advocacy which was also continued in 2006.
On December 14th 2005 the Open Society Institute and the Salva Vita Foundation presented the national report on the rights and educational as well as employment possibilities of people with mental disabilities in Hungary.The Center for Independent Journalism supported the presentation with providing contact to the press.
Research Programmes
In April 2005 the South East European Network for Professionalization of the Media – SEENPM launched an international media research programme called „The ethics of business, the business of ethics”. The programme was coordinated by the centers of the network. The Hungarian part was written by the media scientist Peter Bajomi-Lázár in the summer of 2005. The book was published by the Center for Independent Journalism in Budapest in English language. The online version can be downloaded at www.seenpm.org.
The Open Society Institute (EU Monitoring and Advocacy Program, EUMAP) assigned the Center for Independent Journalism to prepare and organise the professional debate (January 18th 2005) of the current report on the situation in Hungary („The situation and practice of television in Hungary”) written by Péter Bajomi Lázár. The study which will be published in May 2006 in English and Hungarian comprises the findings of research conducted in 20 European countries. The report was evaluated and revised by leading legal and media experts. The Center was also assigned to arrange for the book to be published in Hungarian. It was coordinating the translation and editing work (September-December 2005). The online version can be downloaded at www.eumap.org.
Professional fora, round-table dscussions
The center remains an independent forum for journalists and media experts; its round-table discussions and events attracted more than 300 participants in 2005. The Association of Hungarian Content Providers (MTE) held six roundtable-discussions about relevant questions for the online media.
On Septmeber 30th 2005 the Non-profit Mediacenter Foundation held its traditional review of television- and radio programmes by physically or mentally disabled persons in the Center with more than 70 participants.
On October 13th the „MiNők” Association presented the „Feminist Almanach” at the Center.
Cooperation with civil organisations
In 2005 the cooperation of the Association of Women Online (MiNŐK) with the Center for Independent Journalism was not limited to the gender aspect within the framework of the EU Phare Access 2002 project. The association also carried out its trainings for organisational skills (four Cin-Ta workshops) and six computer trainings at the premises of the Center. The Center also hosted the organisation development trainings of the SEED Foundation.
Improving our organisational structures, new office
Within the framework of the three-year Institutional Funding Programme (Intézményi Támogatási Program) that had been obtained from the Soros Foundation in 2004, an independent report was drafted on the improvement of the Independent Journalism Foundation’s organisational structures. The report was finalised ont he basis of a thorough evaluation and analysis of the organisation’s structures. It contained a number of proposals on fostering sustainability. In response to these proposals and in order to reduce costs the Center for Independent Journalism moved into a smaller, however better equipped office on November 19th 2005. The new address is 1088 Budapest, Vas u. 6. 1/5. Phone number (317-5448) and fax number (267-4613) as well as the e-mail address (cij@cij.hu) remained the same.
Staff members have been participating in conferences and trainings („Global education”- Budapest, „European subsidies” – Brussels, „Media in Hungary” – Tihany, ”Convergence in the Media”-IFRA, Darmstadt, „Global Forum for Media Development”-Amman, „Antidiscrimination Training”-Budapest, „Dilemma of the civil sector” - Budapest).
Activities of the Library
The library has been providing information and media research facilities and services to journalists and students of communication and media studies. The library offers handbooks on journalism, dailies and magazines in English. There is also CD-ROM database comprising Hungarian and US papers such as the New York Times and the Washington Post. Our librarian helps users with internet databases. In 2005 approximately 2000 visitors used the services of the library.

Nyugdíjasklubok és Idősek „Életet az éveknek” Országos Szövetsége

A Szövetség megalakulásának kezdetei arra az időre nyúlik vissza, amikor a Magyar Televízió „Életet az éveknek” nyugdíjasoknak szóló műsora készült. Egy baráti kör - a jogszabályi lehetőséget kihasználva - civil szervezetté, a Nyugdíjasklubok és Idősek „Életet az éveknek” Országos Szövetségévé alakult. Mindez 1989. március 29-én történt 139 klub részvételével. Alapító elnökünknek, Knoll Istvánnak, aki a közélet és a művészeti élet ismert szereplője volt, nemcsak Szövetségünk létrejöttében volt kiemelkedő szerepe. Időben ismerte fel a civilszerveződések jelentőségét, s időben figyelmeztetett az idősödéssel járó kihívásokra.
Az elmúlt időszakban taglétszámunk növekedett, klubjaink száma az ország 19 megyéjében és a fővárosban közelíti az ezerkettőszázat, tagjaink száma, pedig meghaladja a 120ezer főt.
Alapszabályunk szerint a következő tevékenységek tartoznak a Klubszövetség tevékenységi körébe:
• szociális tevékenység, családsegítés, az időskorúak gondozása;
• kulturális tevékenység;
• emberi-, állampolgári jogok védelme;
• időskorúak érdekvédelme és képviselete;
• időskorúak egészségvédelme, üdültetése.
Országos Szövetségünk legmagasabb fóruma a küldöttközgyűlés, ahol a klubok küldöttei meghatározzák Klubszövetségünk irányvonalát, főbb célkitűzéseit, értékelik az elmúlt időszak eseményit. Négyévenként megválasztják a Klubszövetség elnökségét, valamint az ellenőrző bizottság tagjait.
Két küldöttközgyűlés között a Klubszövetség ügyintéző és képviseleti szerve az elnökség – elnök, elnökhelyettes, valamint az öt alelnök –, mely időszakonként a megyei elnökökkel kibővített ülésen tárgyalja meg a Szövetség előtt álló feladatokat.
Szövetségünk alapegységét, pillérét a nyugdíjasklubok, nyugdíjas egyesületek, idősek klubjai alkotják. A klubok önállóan működnek, saját alapszabályuk, éves programjuk szerint. A klubtagok tagsági díjat fizetnek, melynek nagyságát az adott közösség maga állapítja meg.
Nagy részük művelődési házakban, faluházakban működik. Programjaikat az önkormányzatoktól, a vállalkozóktól kapott támogatások mellett éppen ezeknek az intézményeknek a szakmai és anyagi támogatása teszi lehetővé. A klubok a Szövetségnek tagdíjat fizetnek, melynek nagyságát a Szövetség küldöttgyűlése évente - differenciáltan - állapítja meg.
Szövetségünk céljai az elmúlt években alapvetően nem változtak. Legáltalánosabban az idősek érdekeinek megjelenítése, érvényesítése a célunk. Mindezt sajátos, Szövetségünkre jellemző eszközökkel tesszük: a nyugdíjasklubok, az egyesületek együttműködésének megteremtésén, erősítésén dolgozunk; kiemelt figyelmet fordítunk a kultúra értékeinek megőrzésére, fejlesztésére és átadására; szorgalmazzuk a szociális gyógyüdülés egyre szélesebb körű igénybevételét.
Egyik kiemelt feladatunk a népi hagyományok ápolása, megőrzése és átadása a fiatalabb nemzedékeknek. Számos klubban működik amatőr művészeti együttes. Ezen művészeti együtteseknek, szólistáknak szervezünk megyei-, regionális- és országos KI-MIT-TUD rendezvényeket.
Pár éve hagyománnyá váltak a régiókban megrendezésre kerülő művészeti fesztiválok. Ismert „fesztiválgazda” Nagymaros, Deszk, Cserkeszölő, Berekfürdő, Gyopárosfürdő, Tiszafüred. Több napos nemzetközi fesztiváljainkon Európa országainak képviselői, delegációi vesznek részt.
Rendszeresen visszatérő rendezvényünk a Népek, Nemzetiségek Barátsága Nyugdíjas Találkozó, melyen nemzetiségi együttesek, szólisták mutatják be nemzetiségük kultúráját, hagyományait.
Több éve működik a Művészeteket Kedvelők Országos Baráti Köre, melynek havi rendszerességgel megtartott összejövetelei egyben továbbképzést is jelentenek tagjainknak, akik szívesen lépnek fel a nyugdíjasklubok rendezvényein. A Nyugdíjas Amatőr Vers- és Prózaírók Baráti Körének tagjai időről időre új alkotásaikkal mutatkoznak be. Rendszeresen rendezünk kiállításokat a népi- és iparművészettel foglalkozó idős klubtagjaink alkotásaiból.
Másik kiemelt feladatunk a szociális, kedvezményes gyógyüdülési lehetőségek keresése és biztosítása tagjainknak. A téli és nyári idényben is népszerű a berekfürdői, cserkeszölői és hajdúszoboszlói üdülés. Évről évre mintegy 4 ezer idős tagunk és hozzátartozóik üdülését szervezzük meg. Folyamatosan keressük az új, minden igényt kielégítő üdülési lehetőségeket. E tevékenységünk méltó elismerése, hogy kezdeményezésünkre a Szállodaszövetség megalapította az Idősbarát Szálláshely díjat.
Az üdülés fontos eszköze az egészség megóvásának. Az üdülés megszervezése mellett azonban számos egyéb programot is működtetünk. Klubtagjaink körében évente - a Béres Alapítvány jóvoltából - több ezer üveg Béres Cseppet osztunk szét ingyen. Szinte hagyomány a különböző témájú, pl.: az egészséges életmóddal, a szociális, egészségügyi, társadalompolitikai kérdésekkel foglalkozó, több előadásból álló szabadegyetemek, életmód táborok megrendezése.
Az idős, magányos ember sok esetben nem tud eligazodni a hétköznapi élet bonyolult, gyakran sok utánjárást igénylő kérdéseiben. Szövetségünk szakbizottságainak feladata a szervezetünkhöz forduló idősek egyéni gondjaira megoldást találni, s segítséget adni. Feladatuk egyben az is, hogy az egyéni problémák tapasztalatait összegezzék, s továbbítsák az illetékesekhez a kompetenciánkba nem tartozó ügyeket.
Szövetségünkhöz nemcsak nyugdíjasklubok, hanem idősek klubjai, idősek szociális otthonai, gondozási központok, nyugdíjasházak is csatlakoztak. Vezetőik, dolgozóik részére - szakértők bevonásával - továbbképzéseket szervezünk.
Rendszeresen tájékoztatjuk tagjainkat az „Életet az éveknek” Hírlevelünkben programjainkról, életünkről, a fontosabb, időseket érintő jogszabályokról. A Hírlevél és a www.eletetazeveknek. hu honlap külső és belső kommunikációnk fontos eszközei.
Alapító elnökünk emlékére, a múlt megőrzése érdekében működtetjük a Történeti Emlékbizottságot. Életet az éveknek díjat alapítottunk, s azon személyeket, közösségeket tüntetjük ki, akik hosszabb ideje munkájukkal bizonyították az idősek iránti önzetlen elhivatottságukat.
Alapító tagjai vagyunk Nyugdíjasok Országos Képviseletének, a Társadalmi Egyesületek szövetségének, részt veszünk a Civil Fórum, az Európa Ház munkájában; ott vagyunk a helyi- és megyei önkormányzatokban, a megyei idősek tanácsaiban; a miniszterelnök tanácsadó testületében, az Idősügyi Tanácsban is.
Szövetségünk felvételt nyert az EURAG (Idősek Európai Szövetsége) és a FIAPA (Idősek Nemzetközi Világszövetsége) tagjai sorába. Munkájukban szeretnénk egyre aktívabb szerepet játszani.
Olyan közösségek csatlakozását várjuk, akik
• vállalják és magukénak vallják alapvető értékeinket;
• vállalják az Alapszabályunkban megfogalmazott célkitűzéseket;
• tisztelik és elfogadják mások vallási, nemzetiségi nézeteit;
• hívei a generációk együttműködésének;
• készek az egyéni és a közösségi érdekel összeegyeztetésére.

Die Anfänge des Verbandes reichen in die Zeit zurück, in der die Seniorensendung der ungarischen Fernsehanstalt MTV ”Den Jahren Leben geben” ausgestrahlt wurde. Ein Freundeskreis nutzte die gesetzlichen Möglichkeiten und rief die zivile Organisation ”Den Jahren Leben geben”, den Ungarischen Verband der Rentnerklubs und Senioren, ins Leben. Dies geschah am 29. März 1989 mit dem Zusammenschluss von 139 Klubs. Der Gründer und erste Vorsitzende István Knoll, eine bekannte Persönlichkeit des öffentlichen und kulturellen Lebens, spielte nicht nur bei der Gründung des Verbandes eine herausragende Rolle, sondern erkannte zur rechten Zeit die Bedeutung ziviler Zusammenschlüsse und machte rechtzeitig auf die mit dem Älterwerden einhergehenden Herausforderungen aufmerksam.
Unsere Mitgliederzahl ist in der vergangenen Zeit angestiegen. In den 19 Komitaten des Landes und der Hauptstadt gibt es rund 1200 Klubs und unsere Mitgliederzahl liegt über 120.000.
Laut der Satzung sind folgende Tätigkeiten Gegenstand des Klubverbandes:
• Soziale Tätigkeit, Familienhilfe, Seniorenpflege;
• Kulturelle Tätigkeiten;
• Schutz der Menschen- und Bürgerrechte;
• Interessenvertretung der Senioren;
• Gesundheitsschutz der Senioren und Urlaubsorganisation.
Höchstes Forum des landesweiten Verbandes ist die Delegiertenversammlung, an der die Delegierten der einzelnen Klubs den Kurs sowie die Hauptziele des Klubverbandes bestimmen und die Ereignisse der vergangenen Periode auswerten. Der Vorstand des Klubverbandes und die Mitglieder des Aufsichtsausschusses werden alle vier Jahre gewählt.
Zwischen zwei Delegiertenversammlungen übernimmt der Vorstand die Geschäftsführungs- und Vertretungstätigkeiten des Klubverbandes, der aus dem Vorsitzenden, dem stellvertretenden Vorsitzenden sowie fünf Vizevorsitzenden besteht und die Aufgaben des Verbandes periodisch auf Sitzungen erörtert, an denen auch die Komitatsvorsitzenden teilnehmen.
Die Rentnerklubs, Rentnervereine und Seniorenklubs bilden die Grundeinheiten und Pfeiler des Verbandes. Die Klubs üben ihre Tätigkeit gemäß ihren Satzungen und Jahresplänen selbständig aus. Die Klubmitglieder entrichten einen Mitgliedsbeitrag, dessen Höhe von der jeweiligen Gemeinschaft selbst bestimmt wird.
Der Großteil der Klubs ist in Kulturhäusern und sog. Dorfhäusern untergebracht. Die Programme werden über die Unterstützungen der Kommunen und Unternehmer hinaus durch die fachliche und finanzielle Unterstützung dieser Institutionen ermöglicht. Die Klubs zahlen an den Verband einen Mitgliedsbeitrag, dessen gestaffelte Höhe die Delegiertenversammlung jährlich bestimmt.
Die Zielsetzungen des Verbandes sind in den vergangenen Jahren grundsätzlich dieselben geblieben. Allgemein formuliert setzen wir uns für die Artikulation und Geltendmachung der Interessen der Senioren ein. Dies alles verwirklichen wir mit besonderen, verbandstypischen Mitteln: wir fördern das Zustandekommen und die Stärkung der Zusammenarbeit zwischen den Rentnerklubs und den Vereinen. Des Weiteren wird der Wahrung, Entwicklung und Weitergabe der kulturellen Werte besondere Priorität eingeräumt. Darüber hinaus unterstützen wir die verstärkte Teilnahme an sozialen Kururlauben.
Eine unserer Schwerpunktaufgaben besteht in der Pflege, Bewahrung und Weitergabe der Volkstraditionen an die jüngeren Generationen. In zahlreichen Klubs sind Amateurensembles tätig. Wir veranstalten für die Ensembles und Solisten “KI-MIT-TUD“-Talentwettbewerbe auf Komitats-, Regional- und Landesebene.
Seit einigen Jahren sind die in den Regionen stattfindenden Kunstfestivals zur Tradition geworden. Bekannte Festivalorte sind Nagymaros, Deszk, Cserkeszölő, Berekfürdő, Gyopárosfürdő und Tiszafüred. An unseren mehrtägigen internationalen Festivals nehmen Vertreter und Delegationen europäischer Länder teil.
Bei dem regelmäßigen Seniorentreffen “Freundschaft zwischen Völkern und Nationalitäten“ stellen Ensembles und Solisten der einzelnen Nationalitäten ihre Kultur und Traditionen vor.
Seit mehreren Jahren ist der Nationale Freundeskreis der Kunstliebhaber aktiv. Die monatlichen Zusammenkünfte stellen für unsere Mitglieder, die gerne bei Veranstaltungen der Rentnerklubs auftreten, gleichzeitig eine Möglichkeit zur Weiterbildung dar. Die Mitglieder des Freundeskreises der Amateurschriftsteller stellen von Zeit zu Zeit ihre Werke vor. Es werden regelmäßig Ausstellungen der Werke der Klubmitglieder veranstaltet, die sich mit Volkskunst und Kunstgewerbe auseinandersetzen.
Eine andere Schwerpunktaufgabe ist es, für unsere Mitglieder soziale, ermäßigte Kururlaubsmöglichkeiten zu ermitteln und zu sichern. Sowohl in der Winter- als auch in der Sommersaison sind Urlaubsprogramme in Berekfürdő, Cserkeszölő und Hajdúszoboszló sehr beliebt. Von Jahr zu Jahr organisieren wir Urlaube für rund 4.000 Mitglieder und deren Familienangehörige. Wir sind ständig auf der Suche nach neuen Urlaubsmöglichkeiten, die allen Ansprüchen gerecht werden. Unsere diesbezüglichen Bemühungen wurden vom Hotelverband mit der Gründung des – von uns initiierten - Preises “Seniorenfreundliche Unterkunft“ gewürdigt.
Die Erholung im Urlaub ist ein wichtiges Mittel zum Schutz der Gesundheit. Über die Urlaubsorganisation hinaus haben wir auch zahlreiche andere Programme. Dank der Stiftung Béres verteilen wir an unsere Klubmitglieder einmal im Jahr mehrere tausend Flaschen Béres-Tropfen kostenlos. Die Veranstaltung von Vortragsreihen zu den unterschiedlichsten Themen, wie zum Beispiel gesunde Lebensweise und soziale, gesundheitliche und gesellschaftspolitische Fragen, und das Anbieten von Freizeitlager unter dem Motto gesunde Lebensweise sind geradezu zur Tradition geworden.
Einsame Senioren können sich in komplexen, oftmals mit Behördengängen verbundenen Angelegenheiten des Alltags oft nicht zurechtfinden. Es ist die Aufgabe der Fachausschüsse unseres Verbandes, für die einzelnen Probleme der Senioren, die sich an uns wenden, eine Lösung zu finden und ihnen Hilfe zu leisten. Ihre Aufgabe besteht des Weiteren auch darin, die beim Umgang mit den individuellen Problemen gewonnenen Erfahrungen zusammenzufassen und die Angelegenheiten, die außer unserem Kompetenzbereich liegen, an die zuständigen Stellen weiterzuleiten.
Unserem Verband haben sich nicht nur Rentnerklubs, sondern auch soziale Seniorenheime, Pflegezentren und Seniorenhäuser angeschlossen. Für die Führungskräfte und MitarbeiterInnen werden – unter Einbezug von Experten - Weiterbildungsprogramme organisiert.
Unsere Mitglieder werden durch unseren Newsletter “Életet az éveknek” über die Programme, Ereignisse und die wichtigsten seniorenrelevanten Rechtsvorschriften informiert. Der Newsletter und die Homepage www.eletetazeveknek.hu sind wichtige Mittel der internen und externen Kommunikation.
Im Gedenken an unseren Gründer und ersten Vorsitzenden und zur Erinnerung an die Vergangenheit ist der Historische Gedenkausschuss tätig. Wir haben den Preis “Leben für die Jahre“ gegründet, der Personen und Gemeinschaften verliehen wird, die ihr selbstloses Engagement für die Senioren unter Beweis gestellt haben.
Wir sind Gründungsmitglieder der Landesweiten Vertretung der Rentner, des Bundes der Gesellschaftlichen Vereine und nehmen an der Arbeit des Zivilen Forums und des Europahauses teil; wir sind in den Kommunal- und Komitatsverwaltungen, den Seniorenräten der Komitate sowie im Seniorenrat, dem Beratungsgremium des Ministerpräsidenten, tätig.
Unser Verband ist Mitglied des europäischen Seniorenverbandes EURAG und des weltweiten Seniorenverbandes FIAPA. Unser Verband möchte sich in diesen Organisationen noch aktiver engagieren.

Tisztelt Főtanács!
Magyarországon is jellemző, hogy fokozatosan növekszik az idősebbek, főként, pedig az öregkorúak részaránya. Ez összefüggésben van azzal az örvendetes ténnyel is, hogy egyre nagyobb esélyünk van hosszabb életet élni. De vajon mondhatom-e én ebben a köszöntőben, hogy „ragyogó jövőnk: öregség!”! Vagy kívánhatom-e akár magamnak, akár a generációm más tagjának, hogy az idősek jelene legyen a mi jövőnk? Ezt nem merném mondani!
A társadalom öregekhez való viszonyáról sokfajta jelenségből meríthetünk információt, több közvetlen és közvetett jelzés alapján rajzolható meg egy adott népességen belül az öregek presztízse, elhelyezkedése a társadalmi ranglétrán. A nyugdíjrendszer, a szociális és egészségügyi ellátások rendszere, az időskorúak érdekképviselete, az állami, önkormányzati és magánszféra számos fóruma, intézménye, a politikai pártok programjai elég jól reprezentálják, hogy a társadalom milyen mértékben érzi elkötelezettnek magát a megöregedett generációk helyzete, problémái iránt.
Ám tevékenységük irányát, intenzitását, sőt e tevékenységeknek a hatékonyságát is nem kis mértékben meghatározza, hogy
• a közvélemény milyen képet épít fel az öregekről; úgy kezeli-e őket, mint akik nélkülözhetetlenül hozzá tartoznak az emberek, a családok mindennapi életéhez, a „teljes élethez”, vagy pedig problémáikat csak a fiatal generációra háruló teherként látják, továbbá azt is, hogy
• miként gondolnak a fiatal- és középkorú generációk saját öregségükre; van-e kellő erőlelátás és elszántság bennük arra, hogy – számítva az időskor nehézségeire – azokra jó előre öntevékenyen is felkészüljenek (például, anyagiak takarékolásával, az időskori életmód megtervezésével).
Az EURAG az idősek rangos, több évtizedes múlttal rendelkező európai szövetsége. Tagjai között megtaláljuk az idősek szervezeteit éppen úgy, mint az idősek életminőségének javításán dolgozó állami- és nem állami szervezetek, intézmények képviselőit.
Az EURAG-gal való együttműködést azért tartja a kormány és az idősszervezetek fontosnak, mert
• az EURAG tagországainak tapasztalatai hozzájárulhatnak a magyarországi időspolitika alakításához;
• s ez egyben esély arra, hogy - az EURAG számos tagországának gyakorlatához hasonlóan -, ezúttal az időspolitika alakításában az idősek maguk vegyenek részt.
Számos jó példát ismertünk meg az elmúlt években önökön keresztül. Ezek a gyakorlatok hozzájárulnak ahhoz, hogy a magyarországi időseknek is egyre nagyobb esélyük legyen az aktív és méltó időskorra. Az aktív és méltó időskorra, amely jelenti a társadalmi részvételt, a biztonságot (ide értve a jövedelmi biztonságot is), az egészséget és az autonómia tiszteletét.
A kultúra világa számos lehetőséget kínál az aktív és méltó időskorra. A kormányzat támogatja a különböző kulturális intézményeket. Legalább ennyire lényeges kormányzati tevékenységnek tartom azt, hogy ezek az intézmények hozzáférhetőek legyenek a különböző társadalmi csoportoknak, így az időseknek is. Az sem mindegy, hogy mi zajlik ezekben az intézményekben, adnak-e lehetőséget az aktív, kreatív kulturális tevékenységre. A kultúra ugyanis nemcsak nemzeti intézményeinkből áll, hanem a kulturált, igényes, az alkotást nagy becsben tartó életmódból is.
Amennyire ismerem, az idősek nemcsak szívesen járnak színházba, moziba, könyvtárakba, múzeumokba, hanem egyik másik művészeti ág aktív képviselői is. Szerepük van a hagyományok ápolásában, megőrzésében és átadásában is.
Az „Életet az Éveknek” Országos Szövetség keretei között több száz vers- és prózamondó kör, tánccsoport, kórus, zenekar működik. Vannak olyan tagjaik, akik fiatalon is egy-egy kórusnak, színjátszó csoportnak voltak a tagjai. Mikor nyugdíjasok lettek, azt gondolták, hogy miért éppen akkor hagynák abba, amikor idejük is több lett rá. Mások meg úgy gondolták, itt az ideje, hogy régi, dédelgetett vágyuk beteljesüljön, kipróbálják magukat, festegessenek, írogassanak, énekeljenek.
Ahol ezek a csoportok működnek, több a kiegyensúlyozott, derűs idősember. Ahol a maguk és mások örömére rendszeresen tanulnak meg új verseket, színdarabokat próbálnak, táncokat tanítnak, figyelnek egymásra, kevesebb szociális gondozóra, házi ápolóra van szükség.
Magyarországon elindult az Idősbarát Mozgalom. Van Idősbarát Önkormányzati díj, van Idősekért díj és Idősbarát Szálloda díj. A kultúra területe annyi sok lehetőséget kínál, hogy talán itt is érdemes megfontolni a mozgalomhoz való csatlakozást. És akkor lassan idősbarát országgá válunk.
Ebben számítunk az önök tapasztalatira, melynek megosztására az EURAG főtanácsülése jó lehetőséget kínál.

Auch in Ungarn zeigt sich der Trend, dass der Anteil der älteren Menschen und Senioren stetig steigt. Dies hängt auch mit der erfreulichen Tatsache zusammen, dass wir immer länger Leben. Aber kann ich in dieser Begrüßungsrede getrost sagen „wir freuen uns aufs Altwerden“? Kann ich mir selbst oder anderen aus meiner Generation wünschen, die Gegenwart der Senioren soll unsere Zukunft sein? Das würde ich nicht wagen!
Die Einstellung der Gesellschaft zu älteren Menschen lässt sich aus unterschiedlichen Phänomenen ableiten. Es gibt eine viel zahl direkter und indirekter Zeichen, aus denen wir auf das Prestige und die gesellschaftliche Stellung älterer Menschen in der Bevölkerung schließen können.
Das Pensions-, Sozial- und Gesundheitssystem, die Interessensvertretung von Senioren, staatliche und kommunalpolitische Foren und Institutionen wie auch Parteiprogramme zeigen deutlich, wie weit sich eine Gesellschaft der Situation und den Problemen älterer Menschen verpflichtet fühlt. Allerdings wird die Art und Intensität dieser Aktivitäten davon bestimmt
- welches Bild von Senioren die Öffentlichkeit bestimmt. Werden sie als selbstverständlicher Teil der Gesellschaft, der Familien betrachtet, oder werden sie bloß als Bürde für jüngere Generationen wahrgenommen? Weiters ist bestimmend
- wie junge Menschen bzw. die Generation mittleren Alters an ihre eigene Seniorenzeit denkt. Sind sie entschlossen genug und haben sie genügend Voraussicht, um sich den eventuellen Schwierigkeiten des Altwerdens zu stellen und sich rechtzeitig auf diese vorzubereiten , z.B. indem sie Rücklagen bilden und ihren Seniorenjahre vorplanen?
EURAG ist ein traditionsreicher, renommierter europäischer Seniorenverband. Unter ihren Mitgliedern befinden sich Seniorenorganisationen ebenso wie staatliche und nicht-staatliche Organisationen, die sich der Verbesserung der Lebensqualität von älteren Menschen widmen.
Die Zusammenarbeit mit EURAG erscheint der Regierung und den Seniorenorganisationen deshalb als sehr wichtig, weil
- die Erfahrungen der EURAG - Mitgliedsländer die Seniorenpolitik in Ungarn maßgeblich beeinflussen können
- dies die Chance eröffnet, dass sich ältere Menschen selbst an der Gestaltung der Seniorenpolitik beteiligen – wie dies in vielen EURAG – Mitgliedsländern bereits gängige Praxis ist.
Wir haben in den letzten Jahren durch Sie eine Reihe positiver Beispiele gesehen. Diese best practice Beispiele haben dazu beigetragen, dass Senioren auch in Ungarn vermehrt die Chance haben, in Würde zu Altern und aktiv zu bleiben. Aktiv und mit Würde altern bedeutet Teilhabe am sozialen Leben, Sicherheit – auch finanzielle Sicherheit – Gesundheit und Selbständigkeit.
Die Kultur kann maßgeblich dazu beitragen, dass Menschen auch im Alter aktiv und mit Würde leben. Die Regierung unterstützt unterschiedliche kulturelle Einrichtungen. Mindestens genauso wichtig erscheint mir, dass all diese kulturellen Institutionen allen gesellschaftlichen Gruppen, darunter auch den Senioren, zugänglich sind. Es ist auch nicht egal, was in diesen kulturellen Institutionen geboten wird: bieten sie Möglichkeiten für aktive, kreative künstlerische Betätigung? Kultur besteht nämlich nicht nur aus Institutionen, sondern bedeutet vielmehr eine kultivierte, anspruchsvolle, kreative Lebensart.
So weit ich weiß, gehen alte Menschen nicht nur gern ins Theater, ins Kino, in die Bibliothek oder ins Museum, sondern sind selbst auch künstlerisch tätig. Sie spielen eine wichtige Rolle bei der Bewahrung und Weitergabe von Traditionen.
Im Rahmen des Ungarischen Verbandes „Den Jahren Leben geben“ gibt es mehrere hundert Gedicht- und Prosavereine, Tanzgruppen, Chöre und Musikgruppen. Manche ihrer Mitglieder waren schon als junge Menschen in Chören und Schauspielgruppen engagiert. Als sie in Pension gingen, dachten sie sich, dass sie nicht ausgerechnet dann ihr Hobby an den Nagel hängen sollten, wenn sie nun als Pensionisten mehr Zeit dafür haben. Andere wiederum wollen ihre alten Träume wahr machen, ihre Talente verwirklichen, indem sie malen, schreiben und singen.
Wo diese Gruppen aktiv sind, gibt es viel mehr ausgeglichene, glückliche Senioren. Wenn sie zu ihrem Vergnügen und zum Vergnügen anderer Gedichte und Theaterstücke proben können, Tänze lernen, einander zuhören und aufeinander Acht geben, sind weniger Sozialarbeiter und Pfleger nötig.
In Ungarn wurde die seniorenfreundliche Bewegung gegründet. Es wurde eine Auszeichnung für seniorenfreundliche Kommunalverwaltungen gegründet, ebenso wie ein Preis für Seniorenfreundliche Unterkunft im Tourismusbereich. Der Kulturbereich bietet so viele Möglichkeiten, dass es auch hier wert ist, sich solchen Gruppierungen anzuschließen. Und dann entwickeln uns zu einem seniorenfreundlichen Land.
Um dies zu verwirklichen, zähle ich auf Ihre Erfahrung. Die EURAG - Generalversammlung bietet für den Austausch dieser Erfahrungen die optimale Gelegenheit.
