Urban Land policy as an employment policy

Our research experience on livelihoods and clustering economies in various parts of India, and preliminary evidence from other parts of the world suggest land policy can be an important employment policy. This is specifically important as a key issue of urbanization. Governments are no longer able to provide public sector employment to the extent they used to. Second, cities face increasing segregations between rich and poor groups. Third, conventional poverty programs are still framed in the conventional top-down and non-contextualized fashion – which often miss out local level initiatives and opportunities. Poor groups are often perceived as passive "beneficiaries" or "Targets." It is certainly true that there are some circumstances where "targets" do help as an organizing feature of a poverty program. However, in taking a more rooted perspective of urban economies, we find a significant role played by local economies in generating employment. Local groups (including poor ones) take a more pro-active role and a key feature in many of these economies is one of the partnerships possible with local governments. Significantly, land policy has an effect on the efficacy of these economies in providing employment. A focus on the institutional aspect of these economies suggests that working with municipal government turns out to be an important entry point to promote employment. This is because local economy stakeholders have easy access to public decision making via elected councils as compared to higher levels of governments. Also, upgrading efforts by local governments turn out to be effective ways to support and promote the local economy. In return, some local governments have attempted to use this as a strategy to raise revenues. | Translation - Spanish
