How much to charge for narration?

What are the reasonable rates for narration in North America(from? - to?)?
A text has to be translated first and then read for radio broadcasting.
I just need an idea and will appreciate any answer.

I have heard people charging $200-$300 an hour because they belong to some union.

By the way, what kind of union is that? Translators Guild (sorry, I do not know the exact name of the guild), or something else?

It is very very difficult to get into either of the two unions. You have to be very very good and have some industry connection.
