I'd buy a server and would host my own website. Then I would hire a team of specialists to create the best multilingual website in the industry: site developers, database developers, artists, copywriters, marketing specialists, translators, the lot.

Once I have a truly smashing website, I'd buy all Google AdWords I like. My next question would be what to do with all those clients I'd get.

With lots of money: do like one of the big boys did: Evolve from an agency into a well-structured firm operated by professionals: with ceo, marketing person, finance person, sales person, dtp-ers, it'ers, an accountant, a couple of inhouse translators etc.
Put a one-size page in the yellow-pages of the Tower of Babel. Price about 5000 euros.
Have a street-car painted with its colours and logo on it. An agency mentioned on the BB did it.

Membership and advertisements in the newspapers of bilateral Chambers of Commerce and Boards of Trade (I had once, but it wasn't cheap at all, so I left after two years). And hire a marketing person or truly bilingual secretary, maybe a team, whose only task will be to sell the translations, go to trade fairs, etc.
