Could you please be more specific about the English abbreviation you have in mind? It would be difficult to discuss such a question in general. In some cases, we can provide a short form of Chinese translation (if we don't call it Chinese abbreviation). For example, UNESCO - United Nations Educational, Scientific and Cultural Organization is usually translated as 联合国教科文组织, which is a simplified form of 联合国教育、科学及文化组织. In most cases, we won't be able to provide a Chinese abbreviation for its English equivalence. In such cases, we need to educate our clients.

The No Child Left Behind Act, signed into law in 2002, has expanded the federal role in education and set requirements in place that affect every public school in America, including those in North Carolina. At the core of No Child Left Behind are measures designed to close achievement gaps between different groups of students.

No Child Left Behind

http://www.fda.gov/orphan/oda.htm
The Orphan Drug Act (as amended)

The Congress finds that---
(1) there are many diseases and conditions, such as Huntington's disease, myoclonus, ALS (Lou Gehrig's disease), Tourette syndrome, and muscular dystrophy which affect such small numbers of individuals residing in the United States that the diseases and conditions are considered rare in the United States;
(2) adequate drugs for many of such diseases and conditions have not been developed;
(3) drugs for these diseases and conditions are commonly referred to as "orphan drugs";
