Good luck!

=========

Mar 2, 2006

Stone

How to leverage your Paypal funds Mar 3, 2006

I believe it is a big headache for all Mainland beginners to deal with funds in their Paypal accounts. Here are my tips:

1. Cheque
Paypal may not be able to set up links between your overseas PP account with your domestic bank account before Chinese government introduces its free foreign currency exchange policy. In this case, cheque is the most direct way to get your money.

In case of cheque loss (the chances are really slim), you should be able to request PP to resend you a cheque if the lost cheque has not been cashed in by a third party. Anyway, please contact PP or check its online policy for more detailed procedure.

2. Hong Kong Account
Sure, all mainlanders can establish their private accounts with a Hong Kong bank although this may be illegal. You'd better drop in a Hong Kong bank that provides international personal banking to mainlanders when you take your seven-day trip.

Some banks do provide remote account opening services. They can courier you all necessary applications and you need to sign all these forms in front of a lawyer or a chartered accountant. You need to mail back all these signed forms, passport copy and second ID copy with signatures, address evidences (utility bill), and a witness letter.

After you completed the above procedure, you must deposit the minimum balance into your account with 1 or 2 months to activate the account. If the deposit is below the required minimum balance, you may be subject to a monthly account maintenance fee. Sure, you can transfer your money as the initial deposit from the PP account to your new Hong Kong account.

Please consult your account manager for detailed inter-Hong Kong bank transfer instruction. Keep it in mind PP will transfer your fund from its Hong Kong-based account to your one and if the incorrect bank account detail is provided, your fund will be bounced back and you may suffer great loss.

Now you may be caught between the devil and deep blue sea again, because how to manage your fund in Hong Kong is also a headache.

3 USA account
Does anyone ever consider opening an account in America? Without any doubt, you can have one with the above mentioned procedure. If you are a millionaire, the representative from some banks can fly to China and open the account for you.

The required consolidated minimum balance with a USA bank is usually USD 25,000 unless you have a Tax File Number (we can apply for our TFN from USA tax office. However, I never tried.). The Hong Kong banks ask for USD 5000 only.

4 Investment or Forex trading account
If you diversify your asset portfolio and are interested in purchasing foreign securities, such as stocks, bonds, certificate deposits, mutual funds and futures, you can open an account with the online security trading services, such as scottrade. These services claim to be regulated by US government. Only USD 500 is enough to get an account. If you prefer conservative strategy, CD is your choice. With it, you can enjoy the prevailing interest in USA, which is much higher than that in China. Some of CDs are guaranteed by USA government. If you are an aggressive investor, why not try US stocks. This is a good opportunity to experience the better regulated US security market.

Some of these services accept PP deposit from people in Hong Kong, Taiwan and Mainland and can transfer you fund into your bank after your investment. Please visit their websites for more info.

5. Online shopping
With Paypal, you can buy handy tools that can help you boost your translation, such as CAT, Word counting and accounting tools, recharge your skype, net2phone or efax account, renew your Proz membership, and get a surprise gift directly from overseas for your family.

Some Chinese list Skype or Net2phone recharging service in Eachnet and Taobao. This is an effective means to convert your money into RMB.

6. Online gamble
Have you been to Macau or Las Vegas? If not, why not try your luck in online casinos. It is not recommended to invest too much money there. Just 50 bucks is enough. Play with computers is very dangerous. I prefer playing game with real person.

In addition, you can try some sports bet if you are familiar with NBA, World Cup and European Leagues.

Oh! Buddies, don’t let you money be lazy.

To my best knowledge, it's a legal procedure to open HK bank accounts in Hong Kong Mar 3, 2006

Most of those HK banks offer FREE Online Banking services. Just log on their sites and conduct your daily transactions as you like - bank transers, deposits, trading of foreign currency margin etc etc. And if you'd like to cash your funds, just use your debit card to do it at any ATM around the world! You may subject to a charge of 25HK or so per transaction done in Mainland China.

But mind you, many HK banks charge for inbound transfers. I chosed HKBEA just because they charge nothing in this regard. Others like HSBC etc charges 50 per transaction. Go visit their official sites for details.

The obsolete law says: Mar 3, 2006

Two years ago when I returned from Perth to Beijing, I studied China's foreign currency regulations published in late 1990s. It stipulated that people with PRC citizenship must move their overseas assets back to China.

Things may have changed since so many chinese have overseas proverties and equities. the law must be obsolete or "名存实亡".

https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/seller/CNHubSeller-outside
