確實是這樣的。正由於我追求的是民主、自由、平等,所以跑了地球一大圈尋找出路,而且雖然暫時在台灣生活,最終還是希望所有的地方都會達到民主、自由、平等的地步,如此生活在哪裡都還是同樣洽意,不做官也舒暢。

至於台灣的問題,那是二戰遺留的問題,不是任何國家或個人的意願即可解決,需要很大的耐性找到各方勢力可以接受的方式解決。我個人樂觀各種可能的競爭與合作,因為最終還是人最重要,只要不是二戰時德國納粹黨的那種 "歐洲猶太人最終解決方案",可以避免生靈塗炭的方式都是可以接受的方式。

WASHINGTON (Reuters) - The U.S. House of Representatives on Friday voted to impose a September 1, 2008, deadline for withdrawing all American combat troops from Iraq, prompting a quick veto promise from President George W. Bush.

In a mostly partisan 218-212 vote, House Democrats succeeded in attaching the deadline to legislation spending more than $124 billion in emergency funds, most of it for the wars in Iraq and Afghanistan this year.

"The American people do not support a war without end and neither should this Congress," said House Speaker Nancy Pelosi of California, calling the Iraq war "a grotesque mistake."

The narrow margin of the vote was far short of what Democrats would need to override any presidential veto.

Debate now shifts to the Senate, which could vote as early next week on its version of the war-spending bill.

现在,来美读大学本科的中国学生越来越多,因此有人也许会对此感兴趣。前面简单介绍了中国来美读研究生人员的financial aid,这里谈的是美国联邦政府向本科生提供的Federal Student Aid。

注:这里的eligible non-citizen主要是指永久居民(即绿卡持有者)。Selective Service registration是指前面提到过兵役登记。

Who is eligible to receive Federal Student Aid?
To be eligible to receive federal student aid, you must meet certain requirements. You must:
 Be a U.S. citizen or eligible non-citizen
 Have a valid Social Security number (unless you're from the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau)
 Comply with Selective Service registration, if required (see www.sss.gov for more information)
 Have a high school diploma or a General Education Development (GED) Certificate or pass an approved ability-to-benefit (ATB) test
 Be enrolled or accepted for enrollment as a regular student working toward a degree or certificate in an eligible program at a school that participates in the federal student aid programs
Also:
 You must not owe a refund on a federal grant or be in default on a federal student loan
 You must have financial need (except for unsubsidized Stafford Loans)
 You must not have certain drug convictions
Other requirements may apply. Contact your school's financial aid office for more information.


除了政府提供的资助,还有学校及其它机构提供的各种资助。很多私立学校或私人基金会提供的资助并不要求学生必须是美国公民和永久居民。

有位中国朋友的父母曾被中国政府派往联合国工作。他在美上大学的一切费用都是联合国支付的。

看到这一消息了。不希望看到美国青年流血牺牲。可是如果过早撤兵,或者是cutting the fund,都是对伊拉克现状不利的,也不利美军士气,而且有可能是死去的士兵的血有可能白流。伊拉克无疑会深陷内战之中。就像Colin Powell在未开战时就说过,if you break it, you own it. 这个撤军的决定不好做。

IMHO this is another example of taking "human rights" to a ridiculous extreme. There has to be some basic laws that govern this kind of situation. I'm surprised the issue just now came up.

在台湾的法律里规范,如果超过三分之二总体面积的所有人同意重新开发土地,其余三分之一的人不得反对,否则强制执行。

重庆这个案例显示的,只是中国关于私有财产保护的法律规范设计考虑不周。原本是一件简单可以解决的事件,变成好象政府无理一样。其实,无理的是占少数却要求不合理补偿的财产所有人。无法解决这样的问题吗?台湾问题那么复杂,都还可以立个反分裂法解决,这么小事一桩会难倒中国的法律体制吗?

You wouldn't believe it. The reason I came back to Taiwan was to solve a problem just like that. It took me almost 7 and half a year to fix the problem. You just can't satisfy everybody's different sense of fairness! No way. Sometimes, you need legal actions to solve such problems.

The issue is the same, but this is obviously out in the 'burbs where not too many care except probably the property owner.

Plus eventually there would have been fair compensation if it ended up in court.
