Trados7.0 html文件本地化 output文件乱码

各位前辈大家好

近日碰到一个Trados的问题，一直没法解决，希望高手们给些参考意见

使用的Trados 7.0的Tageditor, 翻译html文件（网页Eng->Jpn）
原文件Encoding=utf-8，浏览器或者文本打开都没有问题
用Tageditor加载后，翻译中发现乱码存在，类似"Languageâ€"，一小部分文本上出现
尝试在TTX文件里改o-encoding=uft-8，发现并无效果

请问应该怎样使编码回复正常?
Tageditor->View->Encoding选项为灰色，无法使用

问题可能有表述不清之处
