Accented capitals in French

Hello: I am testing a French software program where the capital letters have have accents on them. This usually appears in Canadian French, but not European French. Has this become standard practice among European French translators?

Accented capitals are the norm for all French-speaking countries and it is followed by dictionary publishers and publishers of expensive books.
