How to transform VCR recording into pc-usable / editable file?

The problem:
I have a video recording (well, my wife's exhibiton on national tv - very brief; several minutes, but very dear). Is it possible (for a layman like myself) to make a pc-editable/usable file from that recording on the CD (DVD).
I have a nice pc with CDRW and DVD; some programs..
Any suggestion will be higly appreciated.
At least - a direction))

The most important thing is do you have a Video In Card and, if you do, what kind?

is what you need.
They are not very expensive - ca. 50 EUR.

They all have video inputs, to which you then hook up your VCR and follow the instructions with the supplied software.

The card also lets you watch TV on your computer while you translate

If this piece of hardware is not what you always dreamed of and the video is just a few minutes long, then the easiest option would be to find a photo lab which makes DVD's out of video tapes. It's not very cheap (15-20 EUR per disc in Warsaw), but if it's a one time thing, then it's probably your best option.
