How to transform VCR recording into pc-usable / editable file?

The problem: I have a video recording (well, my wife's exhibiton on national tv - very brief; several minutes, but very dear). Is it possible (for a layman like myself) to make a pc-editable/usable file from that recording on the CD (DVD). I have a nice pc with CDRW and DVD; some programs.. Any suggestion will be higly appreciated. At least - a direction))

If this piece of hardware is not what you always dreamed of and the video is just a few minutes long, then the easiest option would be to find a photo lab which makes DVD's out of video tapes. It's not very cheap (15-20 EUR per disc in Warsaw), but if it's a one time thing, then it's probably your best option.
