availability fees: what does it mean?

Hi,
There is a job offer at proz where the outsourcer asks for CV with rates.
And just below that there is a note with the following: "Please send a note of availability fees to ..."

Can anyone explain me what exactly does "availability fees" mean?

Hi,

I'm just guessing, but I think it might mean how much would you charge if you book your time for them and then no translation project arrives.
