Well, this isn't to do with translation, but maybe someone knows the answer. Is there any way to get around having a 車庫証明 when buying a car? I'm buying a car to go travelling for a couple of months before moving to new house in Fukuoka, and want to get out of paying Shinjuku parking rents (minimum 140000 yen for the minimum 3 month lease) when I'm not ever going to keep the car here. Are there any (legal or otherwise) ways to get around it?

If you are moving to Fukuoka, Why don't you register your car under your new Fukuoka address? I live in Niigata and most of cities around here don't require 車庫証明since there are planty of space to park any cars eventhough you don't have your own garage. So you don't need to prove that you have a garage. When I lived in Yamagata, I registered my car under my father's name but I ended up having trouble something to do with insurance...I can't remember what it was...Anyway, If you don't mind... I think I agree with Kaori-san that you may register your car in Fukuoka-ken that you are to move to from Tokyo under your condition. Currently I live in Kanagawa-ken, and in my own case as well, I didn't need a certification for parking when I purchased my car at a nearby used-car store last year. I rent a parking space from my landlord, but no certification exists between us. I guess such a certification for parking may be requested at the police office in any case of requirement for purchasin... I suppose your plan is to purchase a car and travel around different places with it from Tokyo to your next residence in Fukuoka. If that is the case, it's ridiculous to make a registration at a parking in Shinjuku and pay three months of the high fee. Instead you will need to pay the parking fees at each location you will stay on your travel route, and it could be after you reach Fukuoka that you firstly consider about any necessary certificate only if it should be required.
Anyway, I hope you don't get bothered so much about it.
