Can any one tell me where I can download the Japanese Pagemaker for free?
Or alternatively, how can i display Japanese in the normal English pagemaker.

Pagemaker is a product of Adobe, it is not a freeware. You cannot get it for free (unless some illegal way).

I don't think you can.
This is from the Adobe Knowledgebase, FAQ for Pagemaker 7.

Q. In what languages can I author PageMaker documents?
A. You can author Roman-language documents in any Roman-language version of PageMaker and doublebyte language documents (Chinese, Japanese, Korean) in any double-byte versions of PageMaker. For
example, you can author a Spanish document in a French version of PageMaker or a Japanese document in a Chinese version of PageMaker. (Note: To use double-byte fonts in PageMaker, you must purchase a
version that supports them容.g. Chinese, Japanese, and Korean.)

However, you may want to search for an additional tool, such as kanjiKit, which would allow you to display Japanese characters in a non-Japanese version of Pagemaker.
