Just looking at the layout and reading the first few lines- that site strikes me more as the website equivalent of spam and less as a poor translation. It reads like those spam emails that have nonsense stories or sentences in them...

No, such gibberish is often used to make search engines find the page as a relevant hit to as many search phrases as possible (e.g. loan, mortgage, inventory, discount etc.).
