There is an article that talks about exactly what you want to know in this month's ATA Chronicle magazine (March 2004 edition).

The article is called Translating Children's Literature, Including the Poetry of Dr. Seuss by Aída E. Marcuse. This translator says she took as long as a year to get her Dr. Seuss translations just right. She talks about many aspects of children´s literature translation which you may find very interesting.
