Our client is sending us some queries for every language we translate for them on behalf of one of their clients (mobile phone maker) and the carriers. Some of them are complex and require thorough investigation, and the rest are simple that ask for an answer yes or no. They want us to specify the rate for each level of the query. This is the first time we have been asked to charge for such a service.
Any suggestions would be appreciated.

Charge an hourly rate. Since some of the answers only require a simple yes or no, you may want to specify 15 minute increments. For example, if it takes 10 minutes to look up the query, then you charge for 15 minutes, if it takes 20 minutes, you charge for 30, and so on.
