Hi Giovanni,
I saw the offer and thought excatly the same.
But I'm also wondering if there is a mistake, as the offer doesn't state important information. Moreover what do they mean with "from 1st of March"?
It could be that the bidders just asked for more information about the job...

it's part of the text to be translated...
Moreover, it seems to me that there are 3 lines to be translated....

If it's just the 9 words listed under Job description that need to be translated, some of the bidders may have offered to translate them for free as a kind of introductory service.

Transferring only 1 euro is not worth the time and costs involved.

Of course, it's also possible that these bidders have informed the agency that they do apply a minimum rate for small jobs.
