+20% of time is my experience, using Déjà Vu or TagEditor, but I give a binding quote only after I have seen the file.

...is how I have done it before. The client accepted. You need to set a rate depending on how complex the slides are. I have seen presentations with three words on each slide and I have seen one with massive excerpts of legal regulations pasted on each slide in 12 size font.
