do you have any suggestions about the RATES to be applied for TRANSCRIPTION of HANDWRITTEN TEXTS, in my case SPANISH handwritten texts of the 17th and 18th CENTURY?

It will be the rates you fix yourself. You are in control here. Think how difficult it is, how long it will take and make the sum. Though I would charge by the hour.
