Translation fees as royalties payment?

Is this a new trend? I'm starting to get notification that I'm subject to witholding tax for translation fees (treated as royalties payment subject to witholding tax for non-residents) under the Copyright Law in Japan.

I'm aware that most countries subject non-residents to witholding tax for interest, royalties and patent payments but not translation fees.

Any other country doing this?
