I can confirm that Jodie Foster speaks fluent French. I saw, or rather heard, her in the film ‘Long Dimanche des Fiancailles’ and I thought ‘She’s a spitting image of Jodie Foster’. Then I saw the credits at the end !

Raised bilingual:
*Daniel Cohn-Bendit (DE/FR) - French politician, born in France from German parents, grew up between France and Germany and is involved in European politics for both countries.
*Marina Vlady (RU/FR) - French actress, Russian parents but raised in France.
NB: one of her husbands, Robert Hossein, is also a Russian raised in France, so possibly bilingual, though I'm not sure about this.
Possibly raised bilingual:
*Sacha Guitry: French writer, actor and director, born in Russia.
Possibly raising children bilingual:
*Victoria Abril: Spanish actress married to a French producer, herself fully bilingual by now, I guess they are raising their children bilingual.
*Sophie Marceau: had a child with a Polish director and then one (or two?) with an American producer --> possibly raising them bilingual?
Well these are just a few hints 
There are many countries where it is very usual to speak 2 or more languages (I'm thinking about former USSR, but this is also true for India -you know it!-, Swiss, most African countries, Canada, Belgium and so on), so there you would find looooooots of bilingually raised prominents, but I don't know if that's really what you're looking for, asresearch? | | | | Sophie Dzhygir Germany Local time: 19:18

* Amélie Nothomb, french-speaking Belgian writer, grew up in Japan and claims to be bilingual (she surely was, but I think now she is just fluent in Japanese, not really what I'd call bilingual)
Possibly raised bilingual:
* Charlotte Gainsbourg: French actress, daughter of French singer Serge Gainsbourg and English singer Jane Birkin. I very guess that Jane's elder daughter, photographer Kate Barry (daughter of Jane and composer John Barry) was also raised bilingual because she grew up mainly in France.

A lot of tennis players or bi or multilingual, for instance Maria Sharapova's father spoke to her in English while she was first living in America, but she is of course Russian. Martina Hingis is another example, she speaks 5 languages already and some of those from her native country of the Czech Republic, whereas she was raised in the German part of Switzerland. Angelina Jolie , Actress - mother is French, father American. She speaks French.
Helena Christiansen, Model - Peruvian mother, Danish Father. She speaks about 6 languages.

As far as I know, she grew up speaking both afrikaans and english.
