that's a $30 fine for each limb, and a $60 fine the driver who allows anyone in his vehicle to have a limb protruding from the vehicle.

But technically, they are on the vehicle...

About traffic rules: My Swedish driving instructor told me, years ago in the very beginning, that you have no rights on the road; only obligations.

A rule worth remembering.

This comment reminded me that for a rally in college, we had to fit 20 people in a VW bug! Yes, it was possible, but trying to get out... oh, lord!
