Office 2003 Pro Eng - Macro menu doesn't appear

Word 2003 Professional, US English, version Version 11.6359.6408

The drop-down menu that is supposed to appear to the right of the Macro option in the Tools menu does not appear. Online Collaboration in the same menu does work, but Language doesn't.

This is the case using the mouse as well as using the keyboard (alt + letter keys).

Has anyone else had this problem?
