Is it true that the character counting in Word (2003) is not accurate?

I think I heard something in this direction and I would like to know it now, because my counting and that of the agency are not equal.

And - if anybody knows a Software (Freeware) which makes it exactly, thanks for the information.

Word can not count the words in the textbox and field.
Why not use a professional word counting soft: Practicount & Invoice, it is not free, but you can have a trail use.
