One can download the new version following the directions from http://www.omegat.org/en/downloads.html for standard versions. (i.e. get the "standard" version, not the "latest" version)
Windows users of OmegaT can add their Google Translate license number to an INI file, but all users of OmegaT can also specifify their Google Translate license number when launching OmegaT from the commandline.
Google Translate now costs USD 20.00 per 1 million *characters*, and you can set a maximum number of characters per day in your Google Translate settings (the default is 2 million characters, so all translators would be well advised to alter that, I think). I'm not sure if unused characters are rolled over from month to month.
