Your questions on this subject have piqued my interest though it is not my field. I bit of research on the Net has revealed this site:

In going through that it appears that this organization does not have any certification program. I also found information stating that only the state of Washington has any certification for health care interpreters, though several others are attempting to develop one.
I do not know the exact date on the above information.
You might try contacting the organization directly to see what further information they can provide to you.
Interestingly enough, there is a job posted right now where they want "HIPPA" (HIPAA) certification, and from all I can see, no such thing even exists.
That's all I know, and it took about 15-20 minutes to find out. ▲ Collapse

I underwent an orientation concerning HIPAA and a patient's right to privacy. I am aware of the patient's rights and I am aware of what should happen should I violate those rights-a huge fine and jail time and a loss of everything. It isn't worth it.
I explained this to the organization requesting this certification.
The reply I received was that they were "afraid I was going to need it". They then went on to say they assume "the orientation shows you how to become... I don't know but I would think that if you are asking for something, shouldn't you know what the person you are contracting with needs to do in order to obtain it in case it expires or it needs to be renewed?
I don't think the organization was quite aware of what they were asking for themselves and THAT is scary. ▲ Collapse

The HIPAA Certification exists but it is not a "translation" or "interpretation" certification. As far as I know, there is not such a thing as a HIPAA Certified Translator. However, there is a certification about your knowledge of the HIPAA law. (And I guess that would qualify you to translate HIPAA related texts and that might be the certification they ask for.)

The Office of Civil Rights is a FEDERAL GOVERNMENT-REGULATED AGENCY. According to this agency, there is no such thing as HIPAA COMPLIANT or HIPAA CERTIFICATION.
You can undergo training and orientation but it is not certified. You can go to the website and find all the information you need or drop them an e-mail and they will clarify any doubts.
