What would be a program or programs that would allow me to scan a document and then edit it?
Is Abbey one of them?

If you scan a document and the quality of the scan is reasonably good, you should end up with an editable document. I use Omnipage to interpret scanned documents directly, because that's the scanning software I have..
Otherwise, you can save it as a PDF in Word and then use one of any number of PDF converters. ABBYY is a good one for sure.
