Do rates shown on ProZ.com reflect agency or direct client rates?

This is not an idea, just a question regarding the proz.com chart on rates.
Do these rates refer to direct or non-direct clients? I could imagine that I charge an agency at least 25% less, than a direct client of mine.

A range of up to 250% is allowed by the rates system. I do not recommend that you specify a range this wide, but it should be wide enough to allow for all factors, including whether the customer is a client or agency, difficulty of text, whether or not TMs are used, etc., etc., etc.

So the average rates shown may be considered averages, all factors considered.
