Why do some jobs state for Proz.com members when I am a member

I have noted over the past few days that some job announcements are not accessible to me although I am a Proz.com member. I receive the following message:

The outsourcer has chosen to restrict this job to ProZ.com members until 13:20 Feb 7 GMT
(Current time: 10:52 Feb 7 GMT )

Could you clarify why this happens.
