Character code problem not fixed ('try viewing content in UTF-8')

I still have the problem reported in the previous post. In the time it has taken me to start writing this post I seem to be able to see French characters fine, but there are still some problems. For example, on the home page there is a link to the forum posting entitled "Recursos sobre retórica en español", in which the "ó" and "ñ" do not show correctly. When I click on the link though, it's fine on the page itself.

I discovered the problem before actually seeing the posts that had already been made. I thought the problem was mine, but given the flood of posts this morning, I assume the problem must be a general one.

Because the encoding was set to UTF-8 for about 6 hours, content entered during that time (KudoZ questions and answers, forum posts, job posts, etc.) may be in UTF-8. If there is something you can not read, try setting encoding to UTF-8.
