On my profile showing local time at my location "17.39 pm" is currently displayed. Can this be changed so that those of us using the 24 hour clock simply have "17.39" and only those using the 12 hour clock have the am/pm suffix?

It's 17:39

That is another matter. You may have simply your PC clock out of sync, but Paul is looking at the local time shown on the new layout profile, right under the Availability calendar and above the Map.
This time is calculated from GMT +/- our Timezone settings, and totally unrelated to the PC clock.
