Does anyone know of a dictionary that translates Russian names of western institutios into the standard English names (for example, what is the Управление Верховного Комиссариата по делам Беженцев called in English?)

There are zillions of dictionaries like that depending on the topic.

To answer your specific question, it's UNHCR, or the United Nations High Commissioner for Refugees. See www.unhcr.org You can click on Russian for the Russian site, too.

Yuri, could you tell us what some of those books are or send us in the right direction?

The "rightest" direction would be very close to you. It's http://www.proz.com/?sp=kog

What I meant by my answer was that the question was too broad and there is never a "magical book" where you find all the words you need at the moment. Sometimes you spend half a day looking for one acronym or even one word. That's what ProZ and kudoz specifically are about.

У меня на полке стоит Словарь прав человека и народов, М. "Международные отношения", 1993
