Никак не расшифровывается, этимологии, к сожалению, не знаю. Может быть американцы объяснят.

По-простому, - это встреча коллег в ненавязчивой дружеской обстановке. Очень полезно.

Ах, пардон, ответила только на первую часть вопроса. Когда происходит? А вот как организуете, так и произойдет. Я бы вот с удовольствием в вiлну и незалежну на powwow cъездила.

сборище, совет; ярмарка (обык. с состязанием в танцах), шутл.встреча, сбор, сборище, собрание; совещание

(Это из Лингво)
А слово пришло от североамариканских индейцев. как я понимаю.

1/ "gathering of the Native Americans" can easily be a gathering of Native Canadians (or better Aboriginal People, or First Nation)))
2/Here in Canada we say "cold" when it is a cold - i mean no virus involved; when the virus is present it is a "flu" (or 'influenza', but the term influenza is not in use here at all). So, actually, these are two different things.)
