how to convert from rtf to pac?

Is there any program (free) to convert from rtf or pmw to pac extension???

I have found no software doing that, and probably will never find. This file tells me that the .pac is a screen file:
www.sysmedia-teletext.com/subtitling/pdfs/WinCAPS_Offline.pdf

I am not an expert in the field, nor have I made any previous subtitling projects. But I tried to help you.

Thanks for your search and interest. I searched the internet too and I found a program but not free just a demo(Ezconvert from txt to pac) and it has some problems with Arabic.
I also found a free program maybe useful for others, it's free and it looks like professional programs (Titlevision, TV2003)

But anyway, both programs didn't help

Titlevision open, edit and save but for some reason when I open an arabic pac file characters looks in a strange way
still when I edit a new file then Arabic characters appears okay!!!

Doesn't matter anyway, guess I can live without pac
