I have been contacted by an agency to translate an university diploma. Fair enough. The problem is that I cannot read some parts of it. How do you adress to agencies in such cases?

You tell the agency that you need a better copy. Otherwise you will have to insert [illegible] wherever you can't read what it says. You may be surprised how quickly they can come up with a clearer copy

You should really check for legibility before you even agree to translate a document. In general, it is my practice to *always* review any document I am asked to translate prior to confirming acceptance of a project. This allows me to see to not only check for legibility issues, but also to see if time-consuming formatting issues are involved, assure that the text does not involve undue research time that would make translating it unprofitable or overly onerous, etc.
And, at the most fundamental level, an initial review of a document assures that I can open the document (which on occasion has been an issue).
Many translators seem to follow this same practice. I can't imagine not doing this, and simply accepting a translation project sight unseen, as you have done.
