Hi, ¤¦«C OCR from Newsoft and »X«ï»{ÃѤý from Penpower might be the one you are looking for. They both can handle traditiona/simplified Chinese. Though the results might not be very satisfactory, and it's a little difficult to customize recognition areas. Microsoft Office 2003 (Chinese version) has a built in OCR application which is quite straightforward. But you can't customize much of its functions, so you might have to play with them a little.
