على الرغم من أن التقرير الذي تقدم به إلى الكونجرس الأمريكي كل من الجنرال ديفيد بيتريوس، القائد الأعلى للقوات الأمريكية في العراق، والسفير الأمريكي في بغداد، رايان كروكر، لم يتضمن جدولا زمنيا واضحا لسحب القوات الأمريكية من العراق، على غرار ما يطالب به الحزب الديمقراطي، فإن هذا التقرير قد تضمن تلميحات وتصريحات واضحة حول هذه القضية المهمة، فقد أكد التقرير أنه سيتم سحب 30 ألف جندي في يوليو من العام المقبل، وهو عدد الجنود الإضافيين الذين أرسلوا إلى العراق ضمن استراتيجية الرئيس بوش الجديدة في يناير الماضي. وألمح بيتريوس إلى أن الانسحابات يمكن أن تتوالى بعد ذلك التاريخ، لكنه ربط كل ذلك بمهلة جديدة تمنح للرئيس جورج بوش، حتى مارس المقبل، حيث سيقدم بيتريوس تقييما جديدا حول الوضع في العراق.
والحاصل أن هذه القوات الأمريكية العاملة في العراق ستنسحب عاجلا أم آجلا، وهنا يدور التساؤل الجوهري حول ما أعده العراقيون لمرحلة ما بعد الانسحاب، حيث إن هذه المرحلة تنطوي على جملة من التحديات الجسيمة التي ستواجه الدولة العراقية، ومن بينها تردي الأوضاع الأمنية وحالة عدم الاستقرار التي تعيشها البلاد، رغم كل ما يقال عن تحسن في مؤشرات الحالة الأمنية، وهذا التردي له انعكاساته السلبية الشديدة على عملية بناء العراق الجديد.
| Translation - English
Even though the report submitted to the US Congress by the Commander General of US forces in Iraq, David Petraeus, and the US Ambassador in Baghdad, Ryan Crocker, did not include a clear timetable for the withdrawal of the US forces from Iraq as required by the Democratic Party, it contains obvious insinuations and declarations regarding this important cause. In fact, the report confirms that, by July next year, 30,000 soldiers will be withdrawn, which is the number of additional soldiers sent to Iraq in application of the new strategy concocted by President Bush last January. Petraeus intimated that withdrawals may follow after the said date, but linked such steps with a new delay granted to the President Georges Bush until next March when Petraeus will submit a new evaluation of the situation in Iraq.
The fact is, sooner or later, the US forces operating in Iraq will withdraw. The fundamental question, however, remains regarding the preparations of the Iraqis for the post-withdrawal period which comprises a myriad of great challenges facing the Iraqi State, namely the deterioration of the security situation and the lack of stability in the country, despite all rumors of amelioration in security situation indicators. Such deterioration will have dire negative impacts on the process of building the new Iraq.
