Творче об'єднання «Технології оптимального розвитку особистості» (ТО «ТОРО») є неприбутковою, неполітичною, нерелігійною та неурядовою організацією, що була створена в центрі України та працює по всій території держави. Своєю появою ТО «ТОРО» завдячує групі молодих літераторів Кіровоградщини, що у 1999 році об'єдналися в одну організацію задля пропагування власної творчості. У подальшому з творчої спілки Об'єднання трансформувалося в своєрідний центр впровадження інновацій. Так завдяки ТО «ТОРО» було започатковано ряд нових для Кіровоградщини напрямів діяльності. Серед них: створення першого в області центру волонтерської допомоги, першого в регіоні студентського наукового товариства, відкриття першої в області школи молодих татусів. І сьогодні ми з гордістю говоримо про ТО «ТОРО» як про один з провідних аналітичних центрів Кіровоградщини, до послуг якого звертаються органи влади та громадськість, бізнес та міжнародні організації.

Україна, географічно перебуваючи в сім'ї європейських народів, ментально ще не зовсім готова прийняти правила гри європейського співтовариства. Ми декларуємо дотримання європейських цінностей, натомість ще продовжуємо сповідувати азійський спосіб життя. Разом з тим для нас історично притаманні такі поняття як відкритість та прозорість, повага та демократія, солідаризм та взаємодопомога. Саме тому ми виступаємо за європейський вибір України. І в третьому тисячолітті перед Україною стоять ті самі виклики, що й на початку незалежності держави. Питання власної безпеки, спосіб її організації є болючими для кожного українця. Не маючи достатніх ресурсів для забезпечення власного нейтралітету, ми змушені або йти у фарватері більш мілітарно сильніших сусідів, або увійти до найпотужнішого військово-політичного об'єднання світу. А значить, ми говоримо про вступ України до НАТО як про неминучість геополітичного вибору України.

Чоловіки є частиною нашого суспільства, вони виконують певну роль, що пов'язана з їх приналежністю до чоловічої статі. Часто така роль чоловіків будується на принципах застосування сили чи насильства. І причина тут зовсім не у чоловіках, а у пануючих стереотипах щодо їх поведінки. Змусити чоловіка визнати, що він у чомусь слабкий, що він сам не завжди справляється з життєвими проблемами, що йому потрібні підтримка і розуміння сім'ї, означає почати розмову про ґендерну дискримінацію. Історія розвитку суспільств — це історія боротьби за права людини в різних її проявах. Ми всі, завдяки шкільним й інститутським курсам, досить добре уявляємо історію звільнення від рабства і кріпацького права, історію національно-визвольних рухів. На просторах СНД у нас на очах проходить процес розвитку громадянських прав у руслі загальнолюдських цінностей. Але з тим, як за останні століття розвивалися соціальні аспекти відносин між чоловіками і жінками, ми знайомі не дуже добре. Саме тому ми і ведемо діалог з чоловіками, які не бажають бути джерелом конфліктів чи насильства в нашому суспільстві. І таку діяльність ми називаємо впровадженням гендерних технологій серед чоловіків.
просвіта виборців, що належать до різних соціальних груп
Спостереження за виборами, що проходили в Україні протягом останніх десяти років показали, що багато порушень законодавства відбувається через елементарне незнання як виборцями, так і членами комісій норм законодавства. Не меншою проблемою є й байдужість виборців, які часто, зневірившись у діяльності органів влади, просто ігнорують своє виборче право, даючи тим самим можливість для здійснення фальсифікацій волевиявлення громадян. ТО «ТОРО» приділяє велику увагу правовій просвіті виборців, яка повністю виключає агітацію за будь-яких кандидатів чи політичні сили. Для нас є важливим не стільки те, за якого саме кандидата чи політичну силу виборець віддасть свій голос, як те, наскільки свідомо він підійшов до свого вибору. Саме тому ми проводимо кампанії із широкого інформування про офіційні програми всіх без винятку учасників виборчого процесу; роз‘яснення окремих норм виборчого законодавства (зокрема щодо недопустимості адміністративного втручання у виборчий процес, таємниці голосування, відповідальності за вчинення порушень тощо).

Поступова демократизація всіх без виключення сфер життя в Україні зумовлює зміну самого розуміння поняття «громада». Це давно вже не сукупність людей, що належать до певної території, а організована спільнота активних громадян, яким діючим законодавством надане право повного контролю над діями місцевої влади з усіх без виключення питань, що безпосередньо торкаються життя цієї громади. Натомість часто пересічні українці і не здогадуються про ті права та можливості, що передбачені для них законодавством. Саме тому ми спостерігаємо свавілля чиновників на фоні загальної апатії громадян, права яких прямо порушуються. Серед нас є й доволі активні співгромадяни, які мають безліч корисних для суспільства ідей та бажання їх втілювати у життя. Натомість їм практично не відомі механізми втілення цих ідей як і принципи пошуку потенційних партнерів. Саме тому ТО «ТОРО» займається навчанням представників місцевих громад принципам взаємодії з органами влади, пошуку додаткових ресурсів та можливістю участі громадян в процесах прийняття рішень. Крім того ТО «ТОРО» фінансово та організаційно підтримує локальні ініціативи територіальних громад.
Організаційна структура Об'єднання
Вищим керівним органом організації є Конференція. Вона обирає президента організації, його заступників та Раду Об'єднання, а також контролює їх діяльність. Крім того Конференція визначає основні напрямки діяльності ТО «ТОРО». У перервах між Конференціями керівництво організацією здійснює Рада ТО «ТОРО». Її склад обирається Конференцією з числа найавторитетніших та найдосвідченіших членів організації. Рада на підставі діючої стратегії розвитку Об'єднання розробляє плани діяльності організації, здійснює управління майном та коштами Об'єднання.
Основними джерелами фінансування ТО «ТОРО» є:
кошти міжнародних фондів та організацій;
добровільні пожертви приватного бізнесу та державних установ;

Creative Association "Technologies of Optimum Development of Personality" (CA TODP) is a non profit, non political and non governmental organization. It was created in the very center of Ukraine and functions all over the country. The emergence of Creative Association" Technologies of Optimum Development of Personality" became a reality thanks to the group of young men of letter who united in 1999 to promote personal literary activities. Gradually the creative organization developed and grew into the center of innovations. Thanks to CA TODP the new activities were started in the Kirovohrad region. Among them: the creation of volunteer assistance center, creation the first student research community, opening of the first Father School. At present we are proud to say that CA TODP is one of the leading analytical centers in Kirovohrad region which assists the community, governmental bodies, business and international establishments.
Our mission: to assist the communities to gain practical skills and knowledge of current social issues by means of supporting and implementing different educational programs an projects.
We work in order :
To assist local communities to gain knowledge and experience to solve social issues;
To assist sustaining the image of Ukraine as a democratic, lawful state through the implantation the experience of European countries;
To assist the power bodies to work more effectively and productively;
To move the community towards equal opportunities regardless of possibilities, gender or social status;

Geographically Ukraine is in the center of the European nations but mentally it is not ready for the European coexistence. On one hand, we declare European values but practice barbarian lifestyles at times. On the other hand, we are into such values as transparency, respect, democracy, solidarity and mutual help. That is exactly why we stick to the European movement of Ukraine. In the third millennium Ukraine faces the same challenges as at the very beginning of its indecency. The issues of personal safety are critical for every citizen. Having not enough resources to provide own neutrality Ukraine either has to follow more powerful neighbor countries or join the most powerful military union of the world. In other words, join the NATO is inevitable geopolitical choice of Ukraine.

The association pays great attention to law education of the electorate which is absolutely free from any form of propaganda and agitation. It doesn't matter who they chose to vote for, what matters how conscientious and mature the choice is. For this reason we have a number of campaigns to explain the election process, the procedures and the rights, the secret ballot concept, criminal responsibilities for any kids of violations, etc.

The gradually democratization of all spheres of life in Ukraine requires the change of the understanding of the notion "community". It is not a bunch of people who belong to certain territory; it is an organized community of active citizens who are delegated by law to control the actions of local government which concern the life of the people of the community. On the contrary a great number of people have no idea about their right for quality control and this is what gives the way for violations and breaking rules by the officials. Among us there are a lot of people who are willingly express their points of view and have a great wish to implement them in to life. But the mechanisms to do it are not familiar to them. That is why the association provides training experiences on the communication with state power bodies, search for additional resources and possibilities for community participation in the decision making process. In addition, the association assists both financially and organizationally the local initiatives of communities.
Organizational structure of the Association
The highest body is the conference. It elects the president, his vices and the board and supervises their activities. The conference defines the activities of the association. In the intervals between conferences the association management supervises its activities. The board consists of the most experiences and the most authoritative members. The board works out the plans of the association activities, manages its possessions and finances.

It is a grim fact that smoking kills 5 million people worldwide each year.
That so many should die as a result of smoking is perhaps understandable given that smoking causes disease in nearly every organ of the body.2 Among these diseases are heart disease, emphysema, stroke and cancer. Of the 15 cancers caused by or associated with smoking are those of the lung, cervix, bladder, kidney, pancreas, stomach, oral cavity, oesophagus and larynx. Preventing the uptake of smoking by young people is vital if future tobacco-related death and illness is to be reduced.3 Research has found that smoking in film is a major cause of smoking uptake by young people 4 and that since the 1980s there has been a marked increase in the depiction of smoking in movies. 5
Film is arguably the most influential media among the young. Adolescents are three times more likely to go to the movies than adults and eight out of ten new smokers are children or adolescents 6. This fact sheet is intended to provide an overview of the extent of smoking in film and the historical role of the tobacco industry in promoting its product through this medium. The fact sheet also sheds some light on the ways in which smoking in film encourages smoking among young people. We hope that the resource will help to increase critical awareness among young people as well as serve as a useful information source for teachers, parents and other interested members of the community.

Жахливим фактом є те, що паління щорічно вбиває 5 мільйонів людей по всьому світі.
Причина того, що стільки людей гине внаслідок паління очевидна, оскільки паління викликає захворювання майже всіх органів людського тіла. Серед цих хвороб є хвороба серця, емфізема, параліч та рак. Паління викликає різні види раку, а саме рак легень, шиї, міхура, нирок, підшлункової залози, шлунку, ротової порожнини, стравоходу та глотки. Для зменшення кількості смертей та захворювань, викликаних палінням, життєво важливим є запобігти залученню молоді до паління. Дослідження показало, що паління в кіно є першою причиною, чому молоді люди починають палити, і що з 1980 року спостерігалося помітне зростання випадків паління на екрані.
Кіно безперечно найбільш впливовий засіб масової інформація серед молоді. Підлітки втричі частіше за дорослих відвідують кіно і 8 з 10 новоспечених курців діти або підлітки. Метою даної звідки є показати ступінь поширення паління в кіно та історичну роль тютюнової індустрії у просуванні свого продукту в надра цього змі. Зведені дані також проливають світ на те, як паління в кіно заохочує паління серед молоді. US criminal law doctrine defines a crime as follows:
• 'A crime is either (1) the commission of an act which the law forbids or (2) the failure (omission) to perform an act which the law commands. It is a public offense committed against the state or the federal government and is punishable by the state or by the federal government in a criminal proceeding in its own name. Unlike a tort, which may be defined either by statute or by court decision, a crime is defined by common law and by the state sta¬tute. Congress has delineated, primarily in the US Criminal Code, the acts that are crimes against the United States' (Hoober and others);
• 'Crime is any social harm defined and made punishable by law' (Perkins and Boyce);
• 'Crime - any act which the sovereign has deemed contrary to the public good; a wrong which the government has determined as injurious to the public and, hence, prosecutable in a criminal pro¬ceeding' (S. H. Gifis).
