Source text - Japanese 福田康夫が内閣改造「できない」理由　内閣支持率の20％台への続落、衆院山口2区補欠選挙、ガソリン税の暫定税率を巡る衆参ねじれ国会の混迷－－。民主党の支持率も下がってかろうじて救われているものの、首相・福田康夫の求心力の低下は深刻だ。局面を転換しようと与党内で浮上するのが内閣改造論。7月の主要国首脳会議（洞爺湖サミット）後か、民主党主導で参院が福田の問責決議を可決、国会が動かなくなれば5月にも断行を、との期待感すら高まる。この改造はできないのではないか。無理をしてやれば、命取りになりかねない。	Translation - English Yasuo Fukuda’s Reason for being “unable” to Reshuffle the Cabinet 　The cabinet approval rating’s continous fall into the 20s, the lower house special election in Yamaguchi’s No. 2 district, and the temporary gasoline tax have thrown both houses of the Diet into chaos.... Though Prime Minister Yasuo Fukuda has been saved by the fall in the approval ratings of the Democratic Party of Japan as well, his influence is in serious decline. There has been debate within the party on reshuffling the cabinet in order to reverse the situation. Expectations are high that decisive action will be taken either after the July meeting of G8 nations (the Lake Toya Summit), or in May if the DPJ-controlled upper house decides to censure Mr. Fukuda and the Diet is unable to move. Can a reshuffling occur? Going too far may have dire consequences.
