I'm having a hard time trying to put that into EN without sounding too wordy. I'd appreciate any help and ideas that you can spare.

I would tend to leave "certificat de notoriété" in French since it's pretty specific.
It's a notarised affidavit gathering the testimony of at least three people (I think... now I'm wondering if it might be just two...) concerning a question of "generally known" fact.
Generally used for birth certificates or for inheritance (to identify the deceased, the deceased's family and therefore the heirs).

neutral  Simon Charass: An affidavit (a sworn statement in writing made especially under oath or on affirmation before an authorized magistrate or officer – Merriam Webster) by definition, it does not need to be “attested”.

  -> Disagree. While theoretically true, in practice a "mere" affidavit can be just one person's allegation of fact. "Attested affidavit" is used to reinforce the formalism. It is commonly used in precisely this sort of situation.
