Although it is a format used by visual artists, it is also a format used by social/health oganizations intent on reaching a certain segment of society e.g.: young people with drug problems.

I actually remember this format from a doctors ofice in Italy. There were two photo-novellas of a telenovella type: romantic soapoperas in magazines!

People talk of photo-novellas because it is aformat which is still used today. I'm not familiar with Mills and Boon - or, rather wasn't until I did a search just now. These are romance novels -Harlequin type (rosa -rose), love stories-novels. The format is different and I didn't run across any overlap (photo-novellas with harlequin or harlequin-type (or Mills and Boon) romance novels while searching, at all.

I looked at your site and found another www.sites.estvideo.net/roman.photos/sonhist/2perio/agrph5.h...
where your book is also mentioned. A harlequin paperback novel and a photo-novella are two distinct forms. i don't know about these books, because i'd have to see the actual pages of the book; however, you did in comic books and several of the sites I've already given mention the comic book format when referring to photo-novellas. Just look up those three sites and/ or google/yahoo/ or use the new MSN and type in photo-novella and you'll get quite a few hits.

photo-novel

Explanation:
This is a literal translation based on google examples - see example below. I'm not sure whether there is a more idiomatic translation for it.

"En 1997-1998 et 1998-199 les groupes de 6e année de Liette M. Demanche, ont créé pour vous des histoires qu'ils ont mises en photos. Ce projet s'est déroulé sur une période de 3 mois à raison de une à deux périodes de 45 minutes par semaine. "

I think this is it:
"Well, there must be a booklet with some kind of a *photo-novel*, telling a plot of this ... What story tells the photo-novel? Some scans would be very nice, ..."

Asker: it doesn't look like this sort of thing at all - I refer to a (downmarket easy read) magazine half way between a comic & a series of stills

Asker: do people currently talk of this ? How do Mills & Boon publications compare ?

Asker: am still not sure it's the same brand of literature - here is a typical work http://paris.kijiji.fr/c-ViewAdLargeImage?AdId=5938062&img=http://kijiji.ebayimg.com/i12/01/i/08/13/de/39_18.JPG

agree  Tony M: Liis & Boon is just cheap romantic novels, not at all the same phot/story format.
