Dependiendo del contexto. No se puede poner "Dear Sirs" sin poner la opción Sirs/Madams (o Sirs and Madams). El otro encabezamiento es cuando es para más de una persona y no se sabe exactamente a quiénes va dirigido.
Una carta encabezada así (sin nombres) debe decir "Yours faithfully al final".
