From a soil survey. Samples are taken from construction materials to determine possible contamination.

"De monsterneming wordt uitgevoerd conform VKB-protocol 1002 “Monsterneming niet-vormgegeven bouwstoffen voor partijkeuringen Bouwstoffenbesluit”."

I found a nice description of what the term means in Dutch and hopes this helps you to find me a plausible translation:

"De analyseresultaten moeten getoetst worden aan de Vlarea normen voor vormgegeven of voor niet-vormgegeven bouwstof.
Men spreekt van een vormgegeven bouwstof wanneer de bouwstof een vaste vorm met een zekere grootte heeft. Concreet is een bouwstof vormgegeven wanneer de bouwstof minimaal zo groot is als een kubus met 4 cm lange zijden en aan een minimale druksterkte van 9 N/mm² kan weerstaan zonder vervorming. Een vormgegeven bouwstof is vb. beton waarin inerte granulaten verwerkt zijn. Een niet-vormgegeven bouwstof zijn vb. granulaten die in losse vorm als onderfundering aangewend worden bij de wegenbouw."

If I am right, then 'niet-vormgegegeven bouwstoffen' can be components of 'vormgegeven bouwstoffen'. 'Vormgegeven' might be 'composite'.

Aggregate works best for my text, although I feel 'composite' is a more likely candidate for 'vormgegeven' as you indeed point out later.
