I've seen it simplified as "list of measurements" in one lexicon, so perhaps that can work. The loops being referred to here are in the sense of inductive loop systems, which are used for vehicle detection at traffic signals for light changes. Dual loop systems are used for speed detection, and one of the parameters used to calculate the speed is the "offset", as in the length or distance between the two loop systems, which is used to determine the speed.
