PP 109/2012, signed by SBY on 24/12/12, has a title that sounds awkward to me and I'd like the opinion of native Indonesian speakers whose English is also very good to suggest a translation that doesn't sound so awkward.

My literal translation, so far, is "Safeguards Over Materials Containing Addictive Substances in the Form of Tobacco Products for Health", which I don't like. Can anyone suggest a less cumbersome but still accurate translation?

I eventually translated it as "Control of Materials Containing Addictive Substances in Tobacco Products in the Interests of Health", which is very close to your suggestion. Asker: Yes, it would make sense, but they obviously used 'pengamanan' rather than 'pengendalian' for some reason. I don't want to be too liberal in my translation; I think I need to stick with 'security' or 'safeguard' etc.

You are right, 'Ibu Chaterine". In my mind, "Pengamanan" in this context is meant larangan. Because it indicates to stop using the addictive substance, especially sourced from tobacco.

If you look at the content of the PP, there is NO definition of bahan yang mengandung zat adiktif. Instead, the first article starts with definition of zat adiktif. It is my gut feeling that we can do away with the first phrase and do well with a simpler one: addictive materials. Such materials should contain some addictive substance(s).

The word berupa can be freely translated, and my preference is prepared as.

Another problem is untuk kesehatan. This can be translated literally as for the sake of health. But I will take a risk of being considered disloyal to the source by introducing the word promotion. It is because the scope of the PP also includes education. This kind of safeguards is clearly for the future, whilst provisions on free-smoke area, labeling, etc. deals with the present condition. However, putting the phrase at the back sounds awkward and ambiguous. I don't see any alternative if we want to stay loyal to the source. The better choice is simplification:

health-promoting safeguards against addictive materials prepared as tobacco products, or even
health safeguards against addictive materials prepared as tobacco products

Hi Catherine, the phrase Bahan Yang Mengandung Zat Adiktif could be an indication of the strong tobacco lobby. They might try to avoid a more direct title, such as: Pengamanan terhadap Produk Tembakau or Pengamanan terhadap Produk Rokok.

It could also be a sign that those people in the parliament got C or lower for Indonesian during their schooling days.

To be honest, I myself don't like the regulation's title. It's not easy to understand such kind of title, even for Indonesian native speakers. Indonesians would say "ribet & rempong". :-D

In order to produce the correct translation, I believe in this case we must reconstruct the sentence, while maintaining its meaning as contemplated in the regulation.

By reconstructing, I mean also omitting unnecessary and repetitive words (e.g. 'bahan'). IMO, 'bahan' may be translated as material, substance, or other synonyms.

After reading the regulation, I conclude that the safeguard must be made over tobacco products containing addictive substances, which may harm our health. We must also note that tobacco products are the focus of this regulation. That's why this regulation becomes controversial because it may start the 'anger' of cigarette and tobacco producers for business reasons.

The safeguard aims, i.a., to promote and protect human health, especially children, teenagers, pregnant women and those at their productive ages.

Asker: Yes, Ros. The title has survived over the several years that the regulation has been under scutiny (and being fought over!) I am using my DVX2 Pro TenT software, with a link to machine translation and out of the blue came the following: PROTECTION FROM ADDICTIVE INGREDIENTS IN TOBACCO PRODUCTS FOR THE SAKE OF HEALTH. I like the word 'protection' as a translation of 'pengamanan' and since the reg is about protection, I just may use it. Thanks so much for your input as a native speaker. What sounds bad to me also sounds bad to you!
